Our client, Portland Housing Authority, is seeking a strategic and hands-on Director of Finance to serve in a CFO-level leadership capacity. PHA is a $55+million organization with a complex portfolio of public, nonprofit and for-profit entities with more than $33 million in net public assets. This role partners closely with the Executive Director and Board to provide executive financial leadership, drive long-term sustainability, and support strategic growth initiatives.
The Director of Finance will oversee budgeting, financial reporting, audits, treasury management, internal controls, HUD and grant compliance, LIHTC oversight, and investor/lender relationships. This leader will also support expansion initiatives through financial modeling, feasibility analysis, and strategic planning while developing and leading a high-performing finance team.
Ideal candidates will bring:
- 10+ years of progressive financial leadership experience
- Strong knowledge of GAAP, HUD programs, and regulatory compliance
- Experience with LIHTC, multi-entity structures, audits, and investor relations
- Excellent analytical, strategic planning, and communication skills
- Bachelor’s degree in Accounting, Finance, or related field required; CPA or MBA preferred
Experience in affordable housing, public sector finance, or regulated environments is highly valued. Familiarity with RAD, Section 18, grants administration, and mixed-income housing models is a plus.
