The Vice President and Chief Financial Officer (CFO) is a member of the executive leadership team and is responsible for the strategic direction, integrity, and effective administration of the organization's financial operations. The CFO leads financial planning, budgeting, accounting, reporting, treasury and investment activities, audit coordination, accounts receivable, payroll oversight, asset management, payer contracting, and financial and billing systems. The position establishes and monitors internal controls, evaluates financial performance and risk, supports regulatory and payer compliance, and provides timely financial analysis and recommendations to the President and Chief Executive Officer, Leadership Team, Finance Committee, and governing boards. The CFO also oversees assigned non-finance departments, develops and evaluates staff, promotes operational efficiency and performance improvement, and collaborates across the organization to advance strategic and service goals. The CFO serves as a non-voting member of the Board of Directors of LifeTouch Health, Inc. as well as Foundation and serves on the Boards of Managers for LifeTouch Palliative Care, LifeTouch Health Primary Care, and LifeTouch Personal Care and any other corporations created in the future. In accordance with Policy 100, the CFO assumes the duties and responsibilities of the President and CEO in the absence of both the CEO and COO.
Education: Bachelor's degree in Accounting required.
Experience: Minimum of five years of progressively responsible accounting experience, preferably in a healthcare environment. Experience with financial reporting, budgeting, audits, internal controls, reimbursement, system implementation and regulatory compliance is preferred. CPA designation preferred.
Additional Requirements: Valid Arkansas driver's license and access to a personal vehicle.
Partner with the President and CEO and other members of the Leadership Team to develop annual organizational budgets, long-range financial plans, forecasts, and financial strategies that support organizational priorities.

Direct the organization's accounting, audit, accounts receivable, cash management, treasury, investment, asset management, payroll oversight, and financial reporting functions.

Evaluate the organization's financial position and operating performance; prepare accurate and timely monthly financial and operating reports, analyses, forecasts, and executive-level recommendations.

Prepare summary financial presentations for the Board and provide regular reports to the Board, Finance Committee, and other Board committees on areas of responsibility.

Serve as a non-voting member of the Board of Directors of LifeTouch Health, Inc. and participate in Board meetings and committees as assigned by the CEO.

Work closely with the Finance Committee Chair and committee members; coordinate meeting materials and distribute Finance Committee packets at least one week before scheduled meetings to allow adequate review time.

Continuously monitor funds held by financial institutions and, in coordination with the Finance Committee, and move funds to appropriate investments consistent with approved policies and organizational needs.

Establish, maintain, and regularly assess accounting procedures, financial systems, internal controls, recordkeeping practices, and safeguards necessary to protect organizational assets and ensure reliable financial information.

Develop, recommend, implement, and periodically review departmental policies and procedures to strengthen internal controls, compliance, service quality, and operational efficiency.

Analyze and direct accounting procedures, statistical reports, routine financial reports, and financial benchmarking programs.
11. Oversee the implementation, maintenance, and effective use of financial and billing software applications.

Review and coordinate commercial insurance and managed-care contracts review contracts with the CEO and Executive Team.

Maintain an active payer-contract review process, identify contracts with comparatively low reimbursement, and lead or support renegotiation efforts across all organizations.

Monitor changes in laws, regulations, reimbursement rules, and payer requirements affecting billing, accounting, finance, and assigned areas; coordinate timely implementation and maintain compliance with applicable standards and accepted practices.

Coordinate annual Medicare Cost Report activities and ensure timely submission for all required provider numbers.

Coordinate the annual Self Determination reporting requirements.

Coordinate the Annual audit with outside audit firm, get proposals about every 3 years and submit the audit to anyone that requires by deadlines.

Verify and assist with the annual completion of required provider-number enrollment documentation, including CMS-855 forms, and work with the A/R Manager to ensure timely insurance credentialing and recredentialing. Also, when any items change that are required to be submitted to CMS, coordinate to ensure compliance of the reporting.

Collaborate with the Controller, Assistant Controller, A/R Manager, and Compliance Department to monitor certification and recertification timeliness, billing integrity, and accounts-receivable performance.

Attend monthly Perform Bill Audit monthly meetings and support processes that promote compliant documentation, clean claims, and timely billing.

Work closely with the A/R Manager and attend accounts-receivable meetings to monitor aging measures and collection performance for all payers, including Medicare Parts A and B.

Provide oversight of payroll-related matters, maintain appropriate internal controls, and coordinate with Human Resources.

Collaborate with the Controller on recordkeeping and other matters affecting the organization's financial operations.

Coordinate the preparation of annual IRS Form 990 filings for LifeTouch Health and LifeTouch Health Foundation; provide filings to the appropriate Board members for review in accordance with IRS requirements and ensure timely submission.

Coordinate and manage relationships with auditors, financial institutions, investment advisors, insurance representatives, consultants, and other agents engaged to support the organization in financial matters.

Oversee assigned finance and non-finance departments; establish expectations, provide direction, complete timely performance evaluations, and support staff development and accountability.

Review budgets for assigned departments and ensure supervisors manage expenditures within established limits.

Manage departmental FTEs within established guidelines, including monitoring overtime and controlling agency costs.

Participate actively in performance-improvement activities and collaborate with departments and disciplines to achieve organizational goals.

Maintain the confidentiality and security of patient, employee, financial, organizational, and other proprietary information.
