Job Scope

Oversees daily operations of multiple departments or campuses within a specific segment of the district. Develops
long- and short-term strategies and oversees implementation of them. Responsible for implementing cost saving
procedures while increasing performance using multiple inputs and measuring outputs. Will adhere to the
execution of district-wide policies, procedures, and programs. Manages multiple development and planning
matters within scope of direction.

Position Summary

The Chief Financial Officer provides leadership and oversight for all financial and business operations of the
District. This role serves as the chief financial advisor and budget advisor to the Superintendent and Board of
Trustees, directing the strategic development of the annual budget and the long-term financial plan and ensuring
sustainable fiscal operations for the District. This role directs and monitors the management and investment of all
District funds to ensure that they are adequately protected and oversees the plan of finance for the structuring
and issuance of debt in support of the bond building and technology programs.

Essential Functions / Key Responsibilities

1. Act as the financial advisor to the Superintendent and the Board of Trustees to keep them informed of the
financial condition of the District.

2. Assist and advise the Superintendent in the development and execution of long-range and short-range
objectives for the budget and fiscal operations aligned to the District’s mission and the Board of Trustee’s
goals for student achievement.

3. Provide oversight, guidance, and support to finance and business operations functions of the District,
including budget, accounting, procurement, treasury, asset management, funds management, payroll,
and accounts payable.

4. Ensure compliance with federal, state, and local regulations, including the Texas Education Agency (TEA)
Financial Accountability System Resource Guide (FASRG), EDGAR, and all federal and state regulations.

5. Oversee the annual external audit of the District’s financials and internal controls and work cooperatively
with both internal and external auditors for each engagement or periodic review.

6. Oversee the preparation of the Annual Comprehensive Financial Report (ACFR) for the Board of Trustee’s
approval and for submission to the ASBO and GFOA award programs for excellence in financial reporting.

7. Implement and maintain effective internal controls to safeguard assets, ensure data and financial
reporting reliability and accuracy, ensure compliance, and mitigate risk of errors.

8. Maintain the District’s investment portfolio, ensuring the prudent investment of all available funds in the
best interest of the District and within the parameters of the Public Funds Investment Act (PFIA) and
Board policy.

9. Ensure preparation and integrity of all district general accounting records and related financial reports
using accepted standards for school accounting as prescribed by the Texas Education Agency and in
accordance with generally accepted accounting principles (GAAP) and the governmental accounting
standards board (GASB).

10. Monitor fiscal health indicators and recommend proactive adjustments based on enrollment shifts,
legislative changes, and economic conditions.

11. Ensure that all financial obligations of the school district (payroll, TRS deposits, Federal withholding tax
and FICA payments, bond payments, and vendor payments) are remitted accurately and timely,

12. Prepare and distribute monthly, quarterly, and annual budget, investment, and financial reports as
detailed in Board policy CE (Local).

13. Oversee the development, modeling, and implementation of staffing and budget guidelines for personnel
allocations and collaborate with Human Capital Management on compensation budget, strategy, and
costing.

14. Provide fiscal and budget oversight for the construction and technology bond programs.
15. Maintain knowledge of the current state funding methodology and all legislative changes that impact

state funding in order to accurately project state aid and local tax collections revenue for short-term and
long-term budget planning.

16. Ensure compliant procurement processes, including competitive purchasing requirements, contracting,
the preparation of bid documents and specifications, bid awards, adherence to Board policy and
administrative procedures, EDGAR, and all state and federal regulations.

17. Mentor, coach, support, and develop staff, fostering a culture of continuous improvement and
professional growth.

18. Responsible for planning, coordinating, monitoring, evaluating, and recommending improvements to the
district’s financial services, and ensures cost savings procedures are in place and executed in compliance
with district wide policies.

19. Maintain confidentiality and model integrity and ethics in a manner exemplary of the District’s Code of
Ethics.

20. Establish, monitor, and report on key performance indicators to measure the performance of the financial
services division in meeting customer service levels and operational goals.

21. Performs other related duties as assigned within the appropriate skill and experience capabilities
expected for this position.

Minimum Requirements

Bachelor's degree from an accredited college or university in Finance or Accounting or 4 year equivalent

experience.

3+ years professional experience in Finance, Accounting, or a related function
Progressive leadership experience to include:

o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.

8+ years supervisory experience in a leadership capacity
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee

(approximately $50.00) paid by the employee.

Preferred Qualifications

Master’s Degree from an accredited college or university in Business, Finance or Accounting
Certified Public Accountant Licensure
10+ years professional experience in Finance, Accounting, or a related function
8+ Progressive leadership experience to include:

o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.

8+ years’ experience in a Senior Leadership capacity in a school district.

Knowledge, Skills & Abilities

Effective communication skills, both oral and written, with diverse groups of individuals utilizing tact and

diplomacy

Experience in planning, developing, and implementing sound business procedures.
Demonstrated ability to work collaboratively with multiple departments and agencies.
