7. Implement and maintain effective internal controls to safeguard assets, ensure data and financial
reporting reliability and accuracy, ensure compliance, and mitigate risk of errors.
8. Maintain the District’s investment portfolio, ensuring the prudent investment of all available funds in the
best interest of the District and within the parameters of the Public Funds Investment Act (PFIA) and
Board policy.
9. Ensure preparation and integrity of all district general accounting records and related financial reports
using accepted standards for school accounting as prescribed by the Texas Education Agency and in
accordance with generally accepted accounting principles (GAAP) and the governmental accounting
standards board (GASB).
10. Monitor fiscal health indicators and recommend proactive adjustments based on enrollment shifts,
legislative changes, and economic conditions.
11. Ensure that all financial obligations of the school district (payroll, TRS deposits, Federal withholding tax
and FICA payments, bond payments, and vendor payments) are remitted accurately and timely,
12. Prepare and distribute monthly, quarterly, and annual budget, investment, and financial reports as
detailed in Board policy CE (Local).
13. Oversee the development, modeling, and implementation of staffing and budget guidelines for personnel
allocations and collaborate with Human Capital Management on compensation budget, strategy, and
costing.
14. Provide fiscal and budget oversight for the construction and technology bond programs.
15. Maintain knowledge of the current state funding methodology and all legislative changes that impact
state funding in order to accurately project state aid and local tax collections revenue for short-term and
long-term budget planning.
16. Ensure compliant procurement processes, including competitive purchasing requirements, contracting,
the preparation of bid documents and specifications, bid awards, adherence to Board policy and
administrative procedures, EDGAR, and all state and federal regulations.
17. Mentor, coach, support, and develop staff, fostering a culture of continuous improvement and
professional growth.
18. Responsible for planning, coordinating, monitoring, evaluating, and recommending improvements to the
district’s financial services, and ensures cost savings procedures are in place and executed in compliance
with district wide policies.
19. Maintain confidentiality and model integrity and ethics in a manner exemplary of the District’s Code of
Ethics.
20. Establish, monitor, and report on key performance indicators to measure the performance of the financial
services division in meeting customer service levels and operational goals.
21. Performs other related duties as assigned within the appropriate skill and experience capabilities
expected for this position.
Minimum Requirements
- Bachelor's degree from an accredited college or university in Finance or Accounting or 4 year equivalent
experience.
- 3+ years professional experience in Finance, Accounting, or a related function
- Progressive leadership experience to include:
o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.
- 8+ years supervisory experience in a leadership capacity
