TITLE: CHIEF FINANCIAL OFFICER (CFO)

PROGRAM /

SUPERVISOR: PRESIDENT/CEO

FUNCTION: Effectively leads and administers the financial operations of the agency. Oversees computerized systems for the accounting function, maintains and invests in cash accounts; maintains current accounting policies and procedures and supervises staff to ensure production of accurate and timely financial reporting. Leads the agency’s strategic financial and data analysis efforts. Provides executive management oversight. Serves as primary resource to the President/CEO and works collaboratively with administrative and service directors to systematically collect and manage data that drives decision-making.

JOB RESPONSIBILITIES

Finance

1. Responsible for assessing all internal accounting controls and implementing changes and modifications when necessary.

2. Remains updated and knowledgeable on all federal and New York State regulations that pertain to the financial operations of the agency.

3. Assures that all components of the Finance Department are operated in compliance with all agency policy and procedures and in compliance with all governmental laws, codes, rules and regulations.

4. Participates directly in all audits of financial components of the agency, and develops policies and procedures that address any and all deficiencies or recommendations that are made.

5. Assures that monthly financial statements are prepared in a timely and accurate manner.

6. Assures that financial information and documentation for the year-end audit of the financial statements are available to the auditors.

7. Establishes and maintains relationships with senior administrators of the agency’s funding sources, and ensures that all required financial documentation and reports are maintained.

8. Manages the agency’s cash flow and forecasts short- and long-range cash requirements and obligations as a basis for maintaining adequate funds.

9. Responsible for the preparation and presentation of the annual fiscal budget.

10. Provides recommendations to President/CEO for investment of excess cash.

11. Responsible for the development and maintenance of Finance Department policies and procedures.

12. Screens and hires department staff, and assures all necessary agency and program orientations and trainings are provided to assist staff in their positions.

13. Provides ongoing direct supervision, staff development, training and support to maximize effectiveness of assigned staff.

14. Completes performance reviews on assigned staff on an annual basis.

15. Serves on the agency Leadership Team, Finance Committee of the Board, Audit Committee of the Board and Corporate Compliance Committee.

16. Assumes direct supervision and management of all components of the operations of the Finance Department.

17. Participates in peer networks.

Business Operations and Analysis

18. Partners with the President/CEO on all operational and strategic issues; provides strategic recommendations on financial analysis and projections, cost allocation and revenue/expense analysis.

19. Leads organizational planning process and analysis, including periodic forecasting and scenario analysis to understand the impact of financial issues.

20. Provides high quality and timely analytical support for projects, strategic initiatives, business development proposals and other opportunities.

21. Develops, analyzes and reports on-going key metrics.

Additional Responsibilities

22. Abides by Standards of Conduct, which incorporates the corporate compliance section.

23. Performs other duties as assigned by supervisor.

EDUCATION AND EXPERIENCE

· Bachelor’s Degree in Finance, Accounting required.

· Certified Public Accountant (C.P.A.) preferred.

· Experience developing IT plans, processes and solutions that support short term and long term objectives preferred.

· Eight years business operations and analysis in an organization with multiple contracts, grants and services.

· Five years of accounting experience in non-profit / not-for-profit sector.

· Five years of experience supervising staff and leading teams.

· Five years of experience presenting financial information to senior management, Board of Directors, vendors, clients or stakeholders.

· Advanced skills in Excel, PowerPoint and database management.

· Experience in data analytics, modeling techniques.

· Proven ability to communicate complex accounting issues to non-accounting staff.

· Demonstrated ability to assure cross-functional cooperation and build strong working relationships to gain cooperation and to reach consensus, drive decision making and action.
