PROBATION

Summary Of Position
Baltimore City’s Recreation and Parks (BCRP) is seeking a dynamic, results-driven, goal-oriented individual to fill the role of Chief of Fiscal Services. Under the direction of the Agency Head and the Chief of Staff, this position is responsible for strategic financial planning, building out a strong finance and accounting organization, and being a core stakeholder in developing the agency’s long-term financial strategy. This position requires strong alignment with the City of Baltimore’s and BCRP’s mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment.
Essential Functions
- Advise the agency head and other key members of the leadership team on financial planning, budgeting, cash flow, and funding priorities.
- Provide timely and accurate analyses of budgets, financial reports, data, and financial trends with the use of financial ratio analysis to critically measure the agency’s financial position.
- Implement financial and operational metrics and analytics to present to the leadership team.
- Develop and implement financial process improvement initiatives and strategies.
- Increase the agency’s ability to anticipate business issues and drive good decision-making through sound financial management. Standardize accounting processes and procedures across the agency.
- Develop financial alternatives/strategies, provide oversight on all business plans and transactions, following trends to guide financial issue problem-solving.
- Oversee and monitor the day-to-day operations of the assigned divisions and work with management throughout the agency to ensure long-range people strategies, business goals, objectives, and initiatives best serve the agency’s goals, consistent with the City of Baltimore’s overall needs.
- Manage assigned team members; develop goals and priorities, schedule and assign tasks and projects, monitor work and evaluate performance; develop staff skills and coordinate training; ensure the staff work meets City quality standards and ensure required deadlines are met.
- Support the relationship between the BCRP and the Bureau of Budget Management by providing excellent customer service; promote City goals and priorities in compliance with all policies and procedures; maintain absolute confidentiality of work-related issues, records, and City information; perform related duties as required or assigned.
- Maintain awareness of new technologies, philosophies, and trends in finance; stay up to date on industry literature; maintain professional affiliations; and represent the City of Baltimore as an industry leader.
- Workday software experience is preferred
- Performs other related duties as assigned.
Education And Experience Requirements
EDUCATION: Have a master’s degree in business administration, public administration, management, law, or a related field from an accredited college or university is
required.
AND
EXPERIENCE: Have eight years of senior management and policy-driven operational responsibilities, including 4 years of experience managing homogeneous functions through subordinate supervisors, is required.
OR
EQUIVALENCIES: Have an equivalent combination of education and experience.
