Posting Description:
Reporting directly to the Head of School, the Chief Financial Officer (CFO) sets the strategic vision, direction and manages all financial aspects of Newark Charter School. The CFO is the leader, spokesperson, and resident expert on budgeting, funding, strategic planning, financial planning, forecasting and managing to keep the organization in strong financial health. The CFO ensures compliance with all State and Federal regulations and is the direct liaison or contact for the Delaware Department of Education to support the functions listed below.
The CFO directly supervises the Financial Management staff including the Human Resources Specialist and the Accounts Payable/Receivable Specialist. The CFO is responsible to hire, train, manage, support, and maximize the talent of these individuals. The CFO is responsible to build a cohesive team to support high quality financial operations of NCS. The CFO works in collaboration with the Head of School, COO, CAO and other administrators and Staff to ensure good stewardship of the school’s funds.
The CFO will be focused on and lead the team to accomplish the following functions of the school:
Strategy, Planning and Management
- Act as Chief Financial Officer and strategic business partner to Head of School and administrative leadership team. Participate in pivotal decisions as they relate to strategic initiatives and operational models.
- Assess and evaluate financial performance of the school with regard to longterm operational goals, budgets and forecasts.
- Provide insight and recommendations for both short-term and long-term growth and operational plans of the school.
- Identify, acquire and implement systems and software to provide critical financial and operational information. Evaluate and make suggestions for streamlining and automating processes and increasing efficiency.
- Communicate, engage and interact with Board of Directors, HOS, COO, CAO and administrative leadership team.
- Create and establish annual financial objectives aligned with the school’s operations and plan for growth and expansion.
- Select and engage consultants, auditors and investors as appropriate.
- Work with Head of School, Chief level officers and other staff to ensure alignment with Board of Directors’ plans, initiatives and recommendations.
- Implement policies, procedures and processes as deemed appropriate by senior leadership team.
- Manage the Investor Relationship and all Trustee Relationships for bond financing.
Financial Analysis, Budgeting and Forecasting
- Develop and maintain monthly operating budget and annual operating budget.
- Manage financial planning and analysis. Supervise creation of reports, software implementation and tools for budgeting and forecasting.
- Prepare and present monthly financial budgeting reports including monthly profit and loss, forecast vs. budget and monthly cash flow.
- Review and analyze monthly financial results and provide recommendations.
- Identify, develop and execute financial impact analysis of school initiatives and/or new student and service offerings.
- Participate in conference calls with Lenders, Vendors and Delaware Department of Education and Executive Leadership Team.
Accounting, General Ledger, Administration, Human Resources, Procurement and Operations
- Hire, develop and supervise the accounting and human resource department staff to ensure the proper functioning of all systems, databases and financial software.
- Review and ensure application of appropriate internal controls, compliance and financial procedures.
- Ensure timeliness and accuracy of financial and management reporting data for federal funders, foundations, investors and Board of Directors.
- Oversee the preparation and communication of weekly, monthly and annual financial statements. • Oversee the preparation and timely filing of all local, state and federal reports required.
- Ensure compliance regarding all financial functions.
- Work with Human Resources to ensure appropriate legal compliance.
- Manage the month-end close process, constantly reviewing procedures while eliminating inefficiencies.
- Preparation of monthly, quarterly and annual financial statements.
- Serve as a key point of contact for external auditors; Manage preparation and support of all external audits.
Financial Management
- Manage cash flow planning process and ensure funds availability.
- Oversee cash, investments and asset management.
- Maintain outstanding banking relationships and strategic alliances with vendors and business partners.
- Utilize forward-looking models and activity-based analyses to provide financial insight into the organization’s plans and operating budgets.
Financial Relations and Policies
- Engage Citizen’s Budget Oversight Committee and/or board of directors to develop short term and long-term plans, projections and budgets.
- Represent school to vendors, banks, financial partners, institutions, investors, public auditors and officials.
- Remain current on audit best practices as well as state, federal and local laws regarding school operations.
Finance and Accounting Team Management
- Mentor and develop staff members, managing work allocation, systems training, performance evaluations, and the building of an effective and efficient team dynamic.
- Guide larger, cross-divisional teams outside of direct span of control within the school.
Cash Management
- Oversee weekly cash management and AP Department.
- Supervise Accounts Receivable management and provide guidance relating to the collection process
Desired/Required Qualifications:
- Bachelor Degree in Accounting or Finance • CPA requeste
- Background in Big 4 Public Accounting requested
- 10+ years total accounting or finance experience
- Outstanding knowledge and understanding of GAAP, compliance and SEC reporting.
- Background coordinating with I.T. staff to manage and/or upgrade accounting system. Systems implementation experience strongly preferred.
- “Hands On” ERP Systems Experience – PeopleSoft experience preferred
- Outstanding communication and presentation skills.
- Demonstrated leadership ability, confidence and executive presence – ability to motivate staff.
- Excellent analytical, reasoning and problem-solving skills
- Significant experience working with external auditors, internal controls and compliance-related issues
