Description
Leidos is seeking an experienced Program Business Operations Manager to lead all CAM and EVM governance activities across a complex government program. This role serves as the senior advisor to Program Management and provides direct leadership to Control Account Managers (CAMs), ensuring disciplined baseline management, accurate performance measurement and detailed forecasts.
The ideal candidate brings deep expertise in Earned Value Management, government contracting, forecasting, risk management, and program execution—and can mentor CAMs, challenge engineering teams, and drive strategic program decisions.
CAM Leadership & Baseline Governance

Serve as the senior authority for all CAM activities, including baseline development, maintenance, and compliance.

Lead creation, validation, and approval of Control Account Plans, budgets, resource-loaded schedules, and BOE traceability.

Understand detailed IMS structure including activities, dependencies, constraints, LOE, and critical path.

Conduct monthly CAM coaching sessions, monitor corrective actions, and ensure CAMs understand their scope, budget, and schedule responsibilities.

Ensure all Work Authorization Documents (WADs), budget change requests (BCRs), and baseline adjustments follow EVMS governance rules.

Validate earned value techniques (EVTs) are correctly selected, measurable, and aligned with the IMS.

Review and approve CAM-level ETC/EAC updates, variance analysis, and basis-of-estimate changes for accuracy and realism.
Senior-Level EVM
- Partner with EVM Lead on IPMDAR/IPMR/CPR preparation, performance metrics, and root cause assessments.

Ensure integration of cost, schedule, material, and subcontract reporting systems.

Identify performance trends early and drive mitigation strategies with engineering and leadership.

Lead major customer interactions related to EVMS, surveillance audits, and program performance reviews.
Financial Forecasting & Program Business Operations

Oversee program budget allocations and ensure alignment with contract funding and scope.

Partner with CAMs on monthly forecast development focusing on accuracy and alignment with IMS.

Prepare robust, defendable ETC/EAC analyses, grounding them in performance history, technical progress, and risks.

Provide strategic insight on program burn rates, staffing levels, and future resource needs.

Conduct thorough variance analysis: schedule, cost, performance, and material.

Challenge engineering assumptions, schedules, and resource estimates while maintaining collaborative relationships.
Basic Qualifications:

Bachelor's degree in Finance, Accounting, Business Administration, or related field with 5+ years of relevant experience (or 3+ years with a Master’s degree);
- Proven experience leading CAMs and managing a compliant EVMS on a major program.

Demonstrated mastery of cost/schedule integration and EIA-748 EVMS guidelines.

Exceptional communication skills with ability to influence at all levels including directors, CAMs, auditors, and government customers.

Demonstrated ability to analyze financial results and provide strategic recommendations to leadership.

Experience with multiple contract types (FFP, FPLOE, T&M, Cost Plus, hybrid).

Excellent analytical, communication, and presentation skills.
Preferred Qualifications:

Prior experience in a Senior CAM, EVMS Lead, or Program Finance Lead role.

EVMS or CAM certification.
-
Experience supporting large defense production programs.

Knowledge of MRP systems, supply chain financials, and material-based earned value.

Pay Range $89,700.00 - $162,150.00
