Job Purpose
AVEM Health Partners is an entrepreneurial hospital management company that currently manages three Critical Access Hospitals (CAHs) in Oklahoma and is actively pursuing growth through acquisition of additional CAHs in Texas.
The CFO is responsible for the overall financial strategy, performance, and sustainability of the organization, with a strong emphasis on Critical Access Hospital reimbursement, revenue cycle operations, and cost-based billing compliance. This role is highly strategic and execution-focused, supporting both current hospital operations and future expansion while ensuring financial integrity, regulatory compliance, and scalable infrastructure.
The CFO partners closely with the CEO, COO, hospital leadership teams, and the Board to drive financial excellence, support acquisitions, and position the organization for long-term growth.
Strategic Leadership & Growth
- Partner with the CEO and executive team to shape and execute the company’s growth strategy, including acquisitions, integration, and expansion into new markets.
- Lead financial due diligence, modeling, and integration efforts for Critical Access Hospital acquisitions, with a focus on Texas growth.
- Develop scalable financial systems, controls, and reporting structures that support a multi-hospital, multi-state platform.
- Translate organizational strategy into measurable financial goals, KPIs, and actionable plans for leadership and the Board.
Financial Management & Oversight
- Direct all financial planning, budgeting, forecasting, and capital allocation activities.
- Oversee the organization’s transaction processing systems, accounting operations, and internal controls.
- Ensure accurate, timely financial statements and reporting for executive leadership, the Board, and external stakeholders.
- Maintain strong relationships with lenders, auditors, investors, and regulatory bodies.
Revenue Cycle & Critical Access Hospital Reimbursement (Mission-Critical)
- Provide expert leadership over Critical Access Hospital revenue cycle operations, including charge capture, billing, collections, and reimbursement optimization.
- Maintain deep, working knowledge of cost-based reimbursement methodologies, Medicare and Medicaid billing requirements, and CAH-specific payment calculations.
- Oversee preparation, review, and submission of Medicare cost reports, ensuring accuracy, compliance, and maximized reimbursement.
- Analyze reimbursement trends and payer performance; recommend strategies to enhance revenue integrity and financial sustainability.
- Ensure strong collaboration between finance, revenue cycle, clinical, and operational teams.
Regulatory & Compliance
- Maintain comprehensive knowledge of federal, state, and local healthcare regulations, including Medicare and Medicaid participation requirements.
- Ensure compliance with laws and regulations such as EMTALA, Stark Law, Anti-Kickback Statute, Medicare fraud and abuse regulations, and IRS guidelines.
- Oversee audits, compliance reviews, and corrective action plans as needed.
Risk Management & Governance
- Identify, assess, and mitigate financial and operational risks across the organization.
- Maintain appropriate insurance coverage and business continuity plans.
- Monitor legal and regulatory issues impacting the organization and healthcare industry.
- Serve as a trusted advisor to the Board of Directors on financial performance, risk, and strategic initiatives.
Leadership & Culture
- Lead, mentor, and develop a high-performing finance and revenue cycle team.
- Foster a culture of accountability, continuous improvement, innovation, and ethical practice.
- Support hospital leaders and directors as they implement strategic and financial initiatives.
- Champion change initiatives while maintaining financial stability and high-quality care delivery.

Required
EDUCATION & QUALIFICATIONS
- Bachelor’s degree in finance, Accounting, Business Administration, or related field.
- Extensive experience with Critical Access Hospital cost-based reimbursement and revenue cycle operations.
- 10+ years of progressively responsible financial leadership experience in healthcare.
- Strong knowledge of healthcare regulatory compliance and reimbursement systems.
Preferred
- Master’s degree in finance, Business Administration, or related field.
- Certified Public Accountant (CPA).
- Prior experience supporting hospital acquisitions or multi-hospital systems.
Physical & Work Requirements
- Ability to travel as needed to hospitals and corporate locations.
