Job Title: Business Operations Analyst

Position Overview
The Business Operations Analyst will support the Indiana Department of Health’s Office of Data & Analytics (ODA) by driving business operations best practices, financial oversight, and operational efficiency initiatives. This role is responsible for budget management, performance reporting, operational strategy support, and cross-functional coordination to ensure ODA effectively meets agency priorities and data transformation goals.
The position works closely with ODA leadership, Finance, and cross-agency stakeholders to enhance productivity, improve internal processes, and support strategic planning and KPI tracking efforts.
Key Responsibilities
- Manage and maintain accurate tracking of all ODA budgets; prepare and deliver financial reports to the Finance team as required
- Advise leadership on optimal use of funds to support staffing, retention, and operational commitments
- Support the development and execution of business operations strategies across ODA
- Develop, maintain, and report on metrics to measure organizational performance, efficiency, and outcomes
- Assist with drafting, reviewing, and updating job descriptions to ensure proper classification and alignment with operational needs
- Collaborate with the Chief Data Officer (CDO), Deputy CDO, and ODA Directors to test and implement new systems, tools, and workflows
- Prepare executive-level reports, dashboards, and presentations with insights and recommendations
- Provide project coordination and communications support for high-priority business operations initiatives
- Support quality assurance activities for ODA data products
- Partner with the Office of Performance Excellence on agency strategic planning and KPI tracking
- Support IDOH data transformation initiatives and related projects as assigned
- Ensure compliance with HIPAA and state statutes related to data confidentiality and privacy
- Perform additional duties as assigned to support ODA and agency objectives

- Acts as a project or initiative lead and may coordinate or delegate tasks to team members with guidance from senior leadership
Required Qualifications
- Bachelor’s degree or equivalent professional experience in business administration, operations, project management, or a related field
- 4+ years of direct experience in business operations analysis and/or project management
- 4+ years of experience working within a technical, data, or analytics-driven environment
- 2+ years of budget management experience
- 2+ years of DevOps or process-driven operational experience
- Strong analytical, conceptual, and problem-solving skills
- Exceptional written and verbal communication skills
- Proven experience working in cross-functional, fast-paced environments with shifting priorities
- Ability to build and maintain effective professional relationships with internal and external stakeholders
