Who we are: Responsible for providing specialized support in advancing the operations, culture, communications and performance of the Housing System. Conduct research assess, and analyze complex information related to specific divisional requirements, provide recommendations that will positively impact the development, implementation and continuous improvement process for the multitude of programs in the division and support reporting, service design, programs and policies.
Responsible for providing expert guidance, and advice on the development and implementation of programs in Housing. Provide s support in response to emerging issues within Housing Services, changing business directions and new initiatives to ensure the growing needs of the Division are met. Takes a lead in identifying, assessing, evaluating, recommending, and coordinating actions related to emerging issues, changing business directions and new initiatives to ensure the changing needs are effectively met and ensuring all services are provided in the most effective and efficient manner.
Highlighted Project Responsibilities Include
- Responsible for providing strategic plans, insights, and support in advancing the culture of the Housing Services Division.
- Play a key role in ensuring that Psychological Health, Safety & Wellness are promoted, understood, and embraced within the Division.
- Influence coordinated efforts tying together corporate culture strategies and Housing Services culture initiatives ensuring they are seamless and impactful in a meaningful and efficient manner.
- Provide recommendations to senior leadership, author reports, and lead the ASCEND (Advancing Success through Culture, Equity, Networking and Development) committee through planning and implementation of initiatives that positively impact the development and continuous improvement of culture within the Housing Services Division.
What You Will Do In This Role
- Assesses existing Housing system programs, and projects to ensure continued viability. This would include, use of process mapping, etc. which could lead to a complete redesign of processes.
- Supports the development of Housing system programs which will include reviewing and redesigning policies, developing work plans and incorporating relevant legislation.
- Researches historic and existing programs and prepares complex analytical reports and clarifies statistical documentation for a variety of audiences including the Ministry, internal and external stakeholders, funders, Peel Living Board and Regional Council (e.g. Council Reports, newsletter articles, business cases and/or funding applications).
- Monitors analyzes, and assesses the impact of new initiatives, legislative changes, and media as it relates to the Housing system.
- Ensures system and program design, in conjunction with subject matter experts in each operational area, meeting the needs of clients including program evaluation.
- Works in partnership with the Corporate Financial Support Unit to ensure alignment of position management with budget approved FTE (contracts, students, temps/casuals and regular)
- for the division.
- Provides expert advice on the review and creation of administrative and operational support policies and procedures for the division.
- Responsible for interpreting, providing guidance and reporting on the funding system, including but not limited to Ministry reporting, local reporting and reporting to DMT.
- Researches best practices and provides guidance as required to achieve business outcomes. Advises on methods to improve results.
- Maintains a thorough knowledge of government programs and legislation relevant to the Housing System and monitors and analyzes program. Assesses their impact on the Division by reviewing programs and services, community needs, agency documentation and prepares appropriate documentation.
- Works collaboratively with subject matter experts and stakeholders to achieve the outcomes of the Peel Housing and Homelessness Plan and the Region of Peel’s Strategic Plan, Community for Life.
- Collaborates with internal and external partners to support Housing system requirements including community and government relations, and advocacy oversight for the system.
- Develops and maintains best practices in program design and project management as a key representative on Housing system operations.
- Responsible for ensuring the progress of a positive culture and diversity in Housing Services while building and maintaining respectful, ethical, and trusting relationships .
- Develops and prepares presentations relating to system operations and program design and development, system performance, quality, compliance and funding analysis, to a variety of audiences including departmental staff, Leadership team, Regional Council, Ministries and the community
- Prepares Council Reports, newsletters, articles, business cases and/or funding applications.
What The Role Requires
- Post Secondary education in Human Services or a related field such as housing, social policy and/or business administration, and at least 5 years of related work experience or an equivalent combination of education and experience.
- Demonstrated experience in leading new approaches or processes as it relates to system operations.
- Experience in leading, developing partnerships and collaborative relationships with internal and external contacts.
- Analytical skills necessary for researching and interpreting broader housing system operations for adaptation within the Region and interpreting and advising on the success of operations using a process improvement methodology.
- Working knowledge and experience in application of concepts and methodologies related to change management, process management, best practices, and quality assurance.
- Working knowledge of legislation that directs and supports the delivery of housing and homelessness programs including but not limited to the Housing Services Act, 2011, Bill 108, The Residential Tenancies Act.
- Knowledge of relevant housing and homelessness policies, programs and processes including but not limited to the National Housing Strategy, the Community Housing Renewal Strategy, etc.
- Political awareness to identify and respond to situations with various parties and stakeholders involved in decision making processes, and to anticipate their likely reaction to statements, proposals, recommendations, and situations.
- Extensive knowledge of multiple computer applications, including but not limited to MSOffice (advanced level-Word, Excel, PowerPoint and experience in Access, Visio, MS Project) or like.
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
Skills/Abilities
- Ability to interpret and evaluate information to improve existing processes, programs and operational requirements and prepare and lead presentations to Housing Services Leadership as required.
- Well-developed written and verbal communication skills in order to clearly explain complex financial and policy concepts; facilitation and presentation skills necessary to address a variety of audiences, including senior leadership and materials for external communications.
- Proven ability to problem-solve which includes well-developed resolution skills.
- Effective time management and organizational skills and the ability to meet deadlines and manage multiple and agile priorities.
- Demonstrates sound judgment and political acuity in communications and recommendations.
- Ability to work independently and as part of internal and external teams.
- Ability to travel with access to reliable transportation.
- Proficient in use of MS Office Tools, Visio and other relevant applications
