Chief Financial Officer (CFO)
PavCon is seeking a Chief Financial Officer (CFO) to serve as a strategic and operational leader, responsible for advancing the company’s financial performance, compliance posture, and long-term growth. This role requires a proven executive with the ability to balance disciplined financial stewardship with forward-looking strategy, enabling scalable operations in a highly regulated aerospace and defense environment.
Position Summary
The CFO has ultimate responsibility for all fiscal functions of the organization and serves as a key member of the executive leadership team. The CFO partners closely with the President/Chief Executive Officer and senior leadership to drive financial strategy, ensure regulatory compliance, and support operational execution across the enterprise, while managing key internal and external financial relationships.
Key Responsibilities
· Drive the development and continuous refinement of short- and long-term financial strategy in support of organizational objectives
· Partner with leadership to define enterprise-wide financial goals and deploy data-driven reporting and analytics to track and accelerate their achievement
· Establish, manage, and optimize operating budgets; provide regular reporting on actual and forecasted revenues, profitability, and financial performance
· Oversee accounting, tax, and financial reporting functions, ensuring compliance with applicable regulations including GAAP, DCAA, FAR, and FASB requirements
· Lead financial aspects of mergers and acquisitions, including due diligence, regulatory compliance, and integration of financial and IT systems
· Effectively integrate acquisitions to uncover, drive, and monitor both short-term and long-term cost savings and revenue opportunities across the organization
· Design and implement internal controls, accounting policies, and scalable financial processes to support organizational growth
· Implement and manage accounting systems, tools, and infrastructure aligned with company scale and complexity
· Oversee and manage the company’s online accounting system (currently QuickBooks), including payroll, bank and credit card reconciliations, employee setup, timekeeping administration, and vendor management
· Execute and oversee general ledger, accounts payable/receivable, payroll, revenue recognition, and month-end close processes, ensuring accurate and timely financial statements in compliance with GAAP
· Prepare and execute all tax-related responsibilities, including federal and state filings, tax withholdings, 1099 reporting, and unemployment insurance submissions
· Lead annual audit processes and coordinate with external auditors and tax advisors
· Ensure compliance with federal E-Verify requirements and multi-state employment reporting obligations
· Partner with Human Resources and insurance brokers to support administration and compliance of employee benefit programs, including 401(k), healthcare, and life insurance
· Collaborate with technical Project Managers to track subcontractor invoicing, payments, and budgets
· Develop and manage indirect cost rates, and analyze cost and profitability by customer
· Build out Finance team to meet growing business requirements

Minimum Qualifications
Education
· Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field required
· MBA, MSA, or MA/MS in a related field preferred
Certifications
· CPA or CFA preferred
Experience
· 12–15+ years of progressive experience in finance, accounting, or auditing
· Minimum of 5 years in a senior leadership role (e.g., Controller, Director of Finance, or VP of Finance)
· Leading and directing the work of other employees
· Mergers and acquisitions (M&A)
· U.S. government accounting

· Proficiency in Microsoft 365 applications (Outlook, OneDrive, Teams, etc.)
· Proficiency in QuickBooks or similar online accounting and payroll systems
