Reporting to the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) is a senior management position that provides effective leadership and management for the financial administration of the Prince Edward Island Liquor Control Commission (PEILCC) and the Prince Edward Island Cannabis Management Commission (PEICMC) so as to maximize revenue returns to the Province. The position is responsible to provide strategic leadership and direction in the areas of financial management including budgeting, forecasting and analysis, capital, audit, materials management, financial planning and procurement and Information Technology. The CFO is a member of the executive management teams for both the PEILCC and PEICMC providing strategic and overall general operations advice to the CEO, other Directors, and the Board of Directors.
Duties will include but are not limited to:
- Provides effective leadership and direction to senior leaders of the LCC and CMC on all matters pertaining to financial management including budgeting, forecasting and analysis, audit, contract management, lease management, financial planning and IT management.
- Provides high quality advice, assistance, and information to the CEO, the Board of Directors, and other divisions pertaining to strategic and operational planning.
- Assists the CEO and Directors in the development and promotion of the LCC and CMC broad goals (long and short term) and priorities into objectives, guidelines, policies, programs and standards.
- As a member of the Executive Management Team, the CFO leads the LCC and CMC innovation initiatives as they relate to finance and information technology, coordinating project design and implementation, and establishing evaluation criteria.
- Is responsible to represent the LCC at various national and regional advisory committees and working groups.
- Identify, acquire and implement systems and software to provide critical financial and operational information and ensures effective program systems are in place.
- Assists the Executive Management Team in long range financial planning.
- Directs the budget planning, forecasting and reporting processes including the provision of leadership in setting financial objectives for the LCC and CMC.
- Advises and assists directors and managers in quarterly forecasting and annual budgetary preparations.
- Develops annual operating and capital budgets.
- Ensures completion of variance analysis for program areas where there may be budgetary difficulties.
- Directs the financial analysis process, including identifying priorities for analysis.
- Directs the gathering, analyzing and reporting of financial and other information to facilitate evidence-based decision making.
- Monitors the actual performance against the budget.
- Develops and establishes controls to monitor the budget administration and to evaluate the planning process.
- Ensures the LCC and CMC complies with all relevant legislation and guidelines with respect to financial matters.
- Ensures compliance with tendering and contract procedures.
- Oversees the preparation of the annual budget.
- Other related duties as required.
Minimum Qualifications:
- Must have a Degree in Business Administration and a Professional accounting designation.
- Requires extensive leadership and financial management experience at a senior level and demonstrated leadership ability, confidence and executive presence and ability to motivate staff.
- Extensive knowledge working with procurement and contracts.
- Significant experience working with external auditors, internal controls and compliance related issues.
- Requires strong organizational, interpersonal, conflict resolution and team building skills.
- Requires excellent oral and written communication skills.
- Knowledge of computer applications, infrastructure and security is essential.
- Knowledge of and extensive experience with integrated point of sale systems.
- Ability to plan and think strategically.
- Excellent analytical, reasoning and problem solving skills.
- Knowledge of Customs and Excise regulations as they pertain to liquor and cannabis.
- Ability to balance a demanding workload with competing priorities.
Other Qualifications:
- Additional related education and experience is an asset.
