MITRE's Benefits Systems and Mission Operations Department within the Center for Government Effectiveness and Modernization – Veterans, Military Health, and Benefits Division partners with the Department of Veterans Affairs (VA) to address some of the nation's most complex enterprise challenges. Our department supports sponsors across the Veterans Benefits Administration (VBA) by strengthening enterprise operations, improving mission delivery, and enabling effective program execution through business operations, workforce planning, financial management, and operational support.
The
Senior Business Operations role supports effective project and department operations through workforce planning, staffing coordination, financial management, and management reporting. The selected candidate will collaborate with project leadership, department management, finance, contracts, human resources, and other stakeholders to monitor staffing and financial performance, coordinate staffing assignments, track labor, budgets, expenditures, and forecasts, develop recurring and ad hoc financial and operational reports, identify risks, address resource needs, resolve operational issues, and support informed business decisions that enable successful project execution.

Roles & Responsibilities:
- Define, manage, and continuously improve administrative, operational, and business processes that enable efficient day-to-day execution across department and project activities, reduce operational risk, and support consistent implementation of established policies and procedures.
- Collaborate with leadership to define and refine organizational vision and goals, operational strategies, performance measures, and business processes, and translate those priorities into practical approaches that improve operational effectiveness.
- Provide guidance, process support, and informal training to project teams and leadership on business operations, administrative processes, and organizational procedures.
- Design, document, implement, and maintain standard operating procedures, playbooks, and new or improved business processes that improve organizational efficiency, consistency, and performance.
- Prepare business and operational analyses to inform decision-making, identify risks, evaluate routine and complex operational challenges, and recommend practical solutions that minimize disruptions and improve project and department execution.
- Support project financial management by monitoring labor utilization, staffing, budgets, expenditures, and forecasts; identifying financial or resource variances; coordinating staffing modifications; and developing recurring and ad hoc financial and operational reports to support informed decision-making.
- Continuously monitor and analyze compliance with VA-required training and related administrative requirements, at a minimum bi-weekly, and provide accurate, timely reporting to support sponsor requirements and proactively address potential compliance or operational risks.
- Partner with department and project leadership to reduce operational risk and potential sponsor impact through proactive process improvements and consistent implementation of established policies, procedures, and business processes.
Basic Qualifications:
- Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD; or equivalent combination of related education and work experience.
- Experience in business operations, project administration, program control, financial operations, workforce coordination, or a related field.
- Experience supporting business operations, workforce planning, staffing coordination, financial management, or operational reporting across multiple projects or organizations.
- Experience providing guidance, process support, and informal training to colleagues and leadership.
- Ability to identify and resolve routine and complex operational challenges using established procedures, data, professional judgment, and organizational policies.
- Demonstrated ability to work independently with limited supervision while collaborating effectively across multiple stakeholder groups.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to manage multiple priorities, meet deadlines, and maintain a high degree of accuracy and attention to detail.
- Must be eligible to obtain and maintain a VA Suitability. Per the U.S. Government’s eligibility requirements, you must be a U.S Citizen to be considered for VA Suitability.
- This position requires a minimum of 3 days a week on-site.
Preferred Qualifications:
- Experience coordinating federal government onboarding, system access, training compliance, or similar administrative processes in a complex, highly regulated environment.
- Experience supporting multiple project teams simultaneously, coordinating administrative and operational needs across teams supporting the Department of Veterans Affairs (VA) and/or other federal agencies.
- Experience supporting project financial management, including labor planning, financial controls, variance analysis, forecasting, and recurring financial reporting.
- Experience using enterprise business systems and project planning and management tools to manage project information, plan and track resources and labor, monitor financial and operational data, and support reporting and decision-making.
- Experience developing, documenting, and improving operating procedures, playbooks, dashboards, recurring management reports, or other tools that improve consistency, visibility, and operational efficiency.
