Job Summary
We are seeking a skilled CFO to oversee all financial aspects of our organization. The ideal candidate will be responsible for budget management, financial analysis, payroll, forecasting, accounts payable, and receivable.
Duties:
- Manages the workflow of Finance Department staff including planning, assigning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, selecting new employees, training and developing employees, taking appropriate action on employee relations issues, and recommending and implementing discipline. Ensures supervisors under their purview have the tools necessary to manage daily operations.
- Participates in the development and implementation of goals, policies, procedures, and priorities relating to accounting and financial reporting; reviews and recommends improvements to accounting, budgeting, reporting procedures, and staff duties.
- Participates in all aspects of financial reporting such as the preparation of HACA’s annual financial report to HUD (Financial Data Submission), annual GAAP financial statements and other special-purpose reporting, both internally and externally.
- Reviews and analyzes budget to actual financial statements and financial requests from staff, revises and/or approves reports prepared by staff, creates and develops departmental reports to assist operational departments.
- Oversees monthly operating subsidy drawdowns, monthly check runs, funds transfers, etc. and maintains general ledgers required for each program in compliance with federal, state and local requirements.
- Serves as a liaison between HACA and banking institutions and auditors.
- Coordinates funding needs with development lenders and investors, manages banking relationships and oversight of debt and investment portfolio.
- Verifies/posts journal entries and bank transfers from properties for funding escrows, replacement reserves, management fees, and mortgage payments.
- Oversees year-end closing processes and roll-forward and submits all required financial reports in a timely manner.
- Oversees and reviews all audit processes and investigations including follow-up with the appropriate personnel to ensure that appropriate corrective action is taken.
- Develops and maintains effective internal control processes in accordance with HACA policies, grantor requirements, and industry best practices.
- Maintains a system of accounts, records, and reports, including cash flow requirements and analyses, that reflects the financial status of properties that the Authority owns, operates, and manages; recommends changes to HACA financial policies and procedures as needed.
- Serve as staff liaison to the Board of Commissioner, Finance Committees, preparing and presenting monthly financial reporting.
- Prepare cash flow reports, forecasts or analyses to support the activities of HACA’s departments.
- Prepare annual operating budgets and maintain a system of effective internal controls with appropriate levels of delegation, supervision, and timely and accurate recording of transactions and distribution of financial reports.
- Improve HACA’s automation of accounting related activities and reporting.
- Supervise and/or prepare work papers and supporting documentation for the annual financial audit, presenting final reports with the independent public accountants to the Audit Committee.
- Supervise and/or prepare work papers and supporting documentation for the annual tax filings, presenting final corporate returns to the Finance and Audit Committees.
- Supervise and manage oversight of all operational banking relationships and corporate borrowing arrangements.
- Review annual operating budgets and cash flow forecasts for operating real estate entities for their impacts to HACA operations and cash flow.
- Review and support the evaluation and management of development and asset management related activities. Review and support the evaluation and management of construction related activities.
- Develop and implement strategies to optimize the organization’s financial health. Advice on risk management. Some oversight and input in asset management functions and responsibilities.
- Assists in the development of Authority policies and procedures for implementing federal, state, and local directives and statutes.
- Develops, maintains, and implements financial policies and procedures for HACA-managed programs.
- Manages the day-to-day accounting processes for the Authority, including the timely and accurate processing of Accounts Payables, Accounts Receivables, and Payroll.
Requirements
- Education and/or Experience
Bachelor’s degree in accounting, finance, business administration, or related field and a minimum of seven (5) years of experience in governmental financial management, with a minimum of three (3) years in a managerial or director capacity. Knowledge of accounting and financial reporting for public housing and housing choice voucher programs. Experience working with HUD preferred. CPA license preferred. An equivalent combination of education and experience may be considered. Preference will be given to persons with local experience, demonstrated ties to the Annapolis affordable housing or public housing communities.
Qualifications: The Director of Finance shall be a financial leader with a growth and mission-oriented mindset. The successful candidate will meet the following criteria:
- A minimum of 5 years in affordable housing or related real estate finance is a must due to the regulatory environment.
- Successful management of a small team and supporting other corporate departments.
- Audit and tax experience for a government entity or not-for-profit.
- Budgeting and cost allocation experience for a multi-function corp.
- Financial reporting to a board of commissioners or board committees.
- Yardi experience is required.
- Relationships with investors, lenders, grantors, and government partners.
- Demonstrated experience with grants accounting experience.
- CPA certification a plus
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
