Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Operations – Rapid Transit Division is seeking a high-performing individual to strategically manage and execute operational initiatives, communications and issues management. This role requires developing essential communication materials that support both the Director, Strategy & Program Delivery and the Office of Chief Operating Officer in their vital engagement with staff, Metrolinx governance bodies, organizational Chief offices, and external forums. Crucially, the incumbent will also be responsible for delivering key initiatives that enhance divisional operations, manage complex issues, and ensure robust collaboration and strong relationships with all stakeholders.
What will I be doing?
- Provides support to the Director, Strategy & Program Delivery in the areas of corporate administration, communications, governance and stakeholder engagement.
- Manages and leads the strategic delivery of internal communications programs and, where appropriate, external communications programs that accurately reflect the objectives, activities and requirements of the Office of the Chief Operating Officer – Rapid Transit.
- Leading the development of executive communications strategies, plans, and activities for staff to maximize transparency and promote awareness of organizational priorities.
- Producing executive reports and presentations for Metrolinx governance bodies to ensure members are well informed of the Division’s progress on priority initiatives.
- Providing strategic communications counsel, direction, and perspective to help inform and guide senior decision makers, and identifying opportunities, and incorporating analysis and recommendations into communications planning and programs.
- Builds strong effective relationships with Metrolinx senior leadership offices, and other external stakeholders providing operational support on contentious and emerging issues impacting the Operations – Rapid Transit Division and the organization.
- Manages the tracking, reporting and identification of issues and the research and analysis of patterns and trends.
- Supports the effective operation of the Division’s own regular cycle of business meetings involving its senior leadership team, including producing or ensuring production of agendas, minutes, reports, and other materials as required.
- Develops orientation and onboarding materials for new staff to help promote a smooth transition
- Liaises and collaborates with enterprise internal communications partners to ensure alignment and synergy
- Considering lessons learned and iteratively improving and adjusting strategic approach
What Skills and Qualifications Do I Need?
- Completion of a degree in Business Administration, Business Corporate Communications, Public Relations, or a related discipline – or a combination of education, training and experience deemed equivalent
- Demonstrated experience in planning and delivering corporate communications strategy
- Familiarity with the nature of internal operations in large-scale public sector organizations
- Familiarity with transit operations would be an asset
- Issues management, business communications, and new social media applications
- Leadership skills to successfully coach and mentor divisional staff
- Organizational and analytical skills to plan and deliver multimedia programs and campaigns under tight deadlines and to manage simultaneous projects that require the assimilation of diverse or complex information for communication to stakeholder audiences of varied knowledge and understanding
- Designing, writing, editing, skills and producing creative material for print, online, and desktop publications
- Interpersonal and oral/written/presentation skills to manage the implementation of communications strategies with the public and stakeholders
