Habitat Chesapeake operates within a uniquely complex environment that integrates residential construction and development, retail social enterprise operations (“ReStores”), government funding and compliance requirements, and a mortgage receivable portfolio. Within this One Habitat ecosystem, the CFO plays a critical role in ensuring responsible financial stewardship, strengthening internal controls, managing risk, and enabling data-informed decision-making across the organization.
The
CFO provides executive oversight of financial and accounting operations, liquidity and cash flow management, regulatory and grant compliance, mortgage portfolio performance, and enterprise-level financial strategy. As an integral member of the Executive Leadership Team, this role partners closely with organizational leadership to align financial resources, operational priorities, and mission outcomes in support of building homes, communities, and hope.
Primary Duties And Responsibilities
Strategy, Planning and Operations Management
- Serve as strategic business partner to executive Leadership Team.
- Assess and evaluate financial performance of organization with regard to long-term operational goals, budgets and forecasts.
- Provide insight and recommendations to both short-term and long-term growth plan of the Organization.
- Be part of a team that helps identify, acquire and implement systems and software to provide critical financial and operational information.
- Communicate, engage and interact with Board of Directors, Finance Committee and Executive Leadership Team.
- Create and establish yearly financial objectives that align with the Organization’s plan for growth and expansion.
- Participate in pivotal decisions as they relate to strategic initiatives and operational models.
Implement policies, procedures and processes as deemed appropriate by Executive Leadership Team and the Finance Committee.
Financial, Accounting, Cash and Risk Management
- Direct and provide oversight of financial projects and transactions.
- Oversee all aspects of financial and accounting operations including Accounts Receivables, Mortgage Receivables, * Accounts Payable, General Ledger, and Payroll.
- Project, analyze, monitor and manage cash flow and ensure funds availability.
- Review and analyze monthly financial results
- Oversee preparation of Affiliate annual budget.
- Supervise creation of reports, software implementation and tools for financial reporting and budgeting and forecasting.
- Oversee cash management, approve large payables, sign checks, authorize wires and ACHs.
- Maintain outstanding banking and financial relationships, securing external funding, construction loans and mortgage leveraging.
- Supervise Mortgage Portfolio and provide guidance to the Homeownership department relating to delinquency collections and the foreclosure process.
- Develop and monitor policies and procedures to ensure integrity of financial, audit and procurement systems.
- Serve as a key point of contact for external auditors; Oversee preparation audit and tax return.
- Mentor and develop a team of four, managing work allocation, systems training, performance evaluations, and the building of an effective and efficient team dynamic.
- Maintain appropriate insurance portfolio and coverage.
- Ensure compliance with government grants and NMTC guidelines.
- Manage Affordable Market home sales process by working with internal and external partners.
Safety
- Support and uphold organizational safety policies, ensuring compliance within areas of executive oversight and decision-making.
- Ensure that all team members are aware of and operate by the safety policies and procedures
- Exercise outlined protocol by immediately notifying and collaborating with management on any safety related incident and/or respond to a report involving Habitat or any other related team members (workers, volunteers, and subcontractors).
- If within area of purview initiate and / or provide assistance for the proper investigation regarding safety incidents by following Habitat Safety policies and procedures.
Qualifications
- Accounting / Finance
- Bachelor’s Degree in Accounting or Finance required; CPA and/or MBA strongly preferred
- Minimum 5–7 years of senior financial leadership experience, including CFO or equivalent executive-level responsibilities
- Minimum 15 years of progressive accounting and finance experience
- Experience in real estate development, construction finance, lending, banking, or portfolio management strongly preferred
- Significant experience in nonprofit financial management, including budgeting, forecasting, audits, internal controls, and regulatory compliance
- Demonstrated experience working with external auditors, financial controls, and compliance-related environments

Working Conditions
This position operates in a professional office environment. The role routinely uses standard office equipment such as laptop/desktop computers, photocopiers, and smart phones. Occasional travel to remote facilities and/or sites is necessary, this can include active construction sites, retail sites, and vendor locations and may require you to be outside in various weather conditions.
Physical Requirements
This is largely a sedentary role; however, some filing is required which would require the ability to lift files up to 25 LBS, open filing cabinets and bend or stand as necessary. This job may require prolonged sitting. Finger dexterity to use office equipment. Occassionaly this role may be on a job site or at an event and would need to comply with the organization’s safety guidelines.
Key Responsibilities

Strongly Preferred

- Experience managing financial complexity across multiple revenue streams
Supervises
- This position provides direct oversight of Accounting and Finance functions and supervises personnel within those areas. The CFO currently manages and develops a Finance & Accounting team consisting of approximately 4–6 direct and/or indirect reports.
As a member of the Executive Leadership Team, this role may provide executive operational support or exercise delegated authority as assigned by the CEO.
