Job Summary
This position is located in the District of Columbia Department of Corrections (DOC), Office of the Deputy Director for Management Support, Business Operations and Contract Administration (BOCA).
The incumbent in this position is responsible for developing, coordinating, and directing all DOC contract and procurement administration activities, while overseeing key administrative and business functions, including financial, operational, and negotiation processes. Additionally, the incumbent serves as a liaison between program administrators, contract administrators, and vendors in the resolution of contract non-compliance issues.
Duties And Responsibilities
Oversees the day-to-day business and financial operations to include but not limited to contracts and procurement, grants, resources allocations, and budget expenditures. Develops and implements operational procedures, performance metric, and workflow improvements. Provides extensive guidance on all significant management planning, policies, and decision-making actions on administrative matters with financial implications of the BOCA. Manages and oversees the status of all agency contracts and uses documentation provided by contract administrators to brief the agency head on any contracts on short notice. Manages the preparation of budget proposals that align with Agency goals and objectives. Ensures budget allocations reflect programmatic priorities.
Negotiates and administers contracts for services and facilities while managing and coordinating contract negotiation and termination activities with the Office of Contract and Procurement (OCP) and agency contracting officers. Ensures that agency contract administrators monitor compliance with contract requirements, reviews status reports, resolves payment issues, handles change orders, addresses performance problems, and request cure notices, as appropriate. Prepares solicitation specifications, reviews contract documents with program officials, and ensures completeness in processing requests for negotiated and personal services contracts prior to presentation to the agency head for approval. Collaborates with Office of Chief Financial Officer (OCFO), General Counsel, and other departments within the agency in the formulation and development of regulations and procedures pertaining to the issuance of contracts and procurement.
Qualifications And Education
Specialized Experience: Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

Tour of Duty: 8:00am to 5:00pm - Flexibility in work schedule may be required.
Pay Plan, Series and Grade: MSS-1101-14
Promotion Potential: No Known Promotion Potential.
Duration of Appointment: Management Supervisory Service (MSS)/At-Will.
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining: This position is not covered under a collective bargaining agreement.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to chapter 4 of the DC Personnel Regulations, Suitability-Security Sensitive.
TB test will be required prior to entry on duty.
Emergency: This position has been designated as Emergency pursuant to Chapter 12 of DC Personnel Regulations.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proof) to show District residency and failure to maintain bona-fide District residency for the seven-year (7) period will result in forfeiture of employment.
Residency Requirement: If the position you are applying for is the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
