The Massachusetts Health Connector is seeking a Chief Financial Officer to join our Finance and Accounting Department. The Chief Financial Officer will serve as a key member of the Executive Steering Committee and a strategic partner to the Executive Director and Board of Directors. The Chief Financial Officer will provide financial vision, operational leadership, and infrastructure modernization expertise to support the long-term sustainability and growth of the Health Connector. The Chief Financial Officer will report to our Deputy Executive Director/Chief Operating Officer
Key Responsibilities
- Ensure long-term financial sustainability of state-funded health coverage programs and initiatives, including attention to structure, financing, and oversight.
- Lead the organization through financial system modernization, proactively review and enhance fiscal controls, ensure compliance with federal and state regulations, and drive strategic financial planning aligned with organizational goals.
- Develop and execute long-term financial strategies aligned with the Health Connector’s strategic plan.
- Serve as trusted advisor on financial sustainability, financing of state-funded health coverage programs, risk management, and capital planning.
- Provide executive leadership to the Finance Department, including budgeting, accounting, financial reporting, procurements, grants management, actuarial services and revenue operations.
- In partnership with the Health Connector’s Policy Department, co-lead design and oversight of state-funded health coverage programs including state premium subsidy programs, cost-sharing reduction initiatives, and affordability or coverage expansion initiatives.
- Develop financial models to evaluate state subsidy program viability, enrollment impact, and sustainability, and identify and advocate for funding mechanisms.
- Lead multi-year financial modeling to support Health Connector organizational infrastructure transformation and operational growth.
- Oversee modernization of financial systems, reporting tools, and internal controls.
- Lead capital planning and financial oversight for large-scale IT and infrastructure investments.
- Ensure integration between finance, technology, and operational systems.
- Establish scalable financial processes to support growth and changing regulatory requirements.
- Direct annual budgeting processes and long-range financial forecasting.
- Implement data-driven performance metrics and financial dashboards.
- Monitor cash flow, reserves, and financial risk exposure.
- Ensure compliance with finance-related state and federal laws and regulations.
- Oversee financial audits (internal and external) and implement audit recommendations.
- Maintain strong internal controls and risk mitigation frameworks.
- Ensure transparency and accountability in financial reporting.
- Develop sustainable funding models to reduce long-term financial risk.
- Manage relationships with regulators, state agencies, and federal partners.
- Provide executive oversight of the annual budgeting process, ensuring alignment with strategic priorities.
- Guide long-range financial planning and scenario analysis to support strategic decision-making and organizational sustainability.
- Review financial performance against budget, ensuring executive leadership receives clear variance analysis and recommended corrective actions.
- Strengthen the organization’s financial planning and analysis capabilities (FP&A), advancing the use of modern FP&A tools, automation, and reporting.
- Establish clear performance expectations, measurable objectives, and accountability standards for Finance Department staff.
- Develop succession planning strategies and workforce development plans to ensure continuity of financial leadership.
- Oversee cross-functional financial coordination with internal stakeholders and departments.
- Serve as executive sponsor for major financial system implementations and modernization initiatives.
- Oversee vendor financial performance and contract compliance.
- Promote continuous process improvement initiatives to streamline financial operations and reduce administrative costs.
- Build a culture of accountability, transparency, and innovation.
- Present to and work with the Health Connector’s Board of Directors and other external stakeholders on Finance topics.
- Other duties as assigned.
Required Experience and Qualifications
- Bachelor’s degree preferably in Finance, Accounting, Business Administration, Actuarial Science, or related field
- 10+ years of progressive financial leadership experience
- Ability to plan, organize, and manage highly complex financial accounting processes
- Ability to sustain a high level of confidence with the Board of Directors, subcommittees or advisory boards, various governmental regulatory bodies, and other interested parties in the effectiveness of the Authority's financial management functions.
- Experience leading financial operations within a public agency, quasi-governmental entity, Affordable Care Act (ACA) health insurance marketplace, or other highly regulated environment
- Demonstrated experience overseeing organizational or financial infrastructure transformation
- Strong knowledge of governmental accounting standards (i.e., GASB)
- Process success in strategic financial planning and revenue modeling
Preferred Experience and Qualifications
- Master's Degree in Finance, Accounting, Economics, Business Administration or a related field
- Certified Public Accountant (CPA) Experience with Affordable Care Act health insurance marketplaces and/or the ACA
- Experience with public agencies (e.g., state legislatures, regulatory bodies, etc.)
- Experience at or with health/dental insurance carriers
- Background in IT capital investment oversight and/or large-scale procurements

Salary:
$ 180,000 – 220,000/year

- The Health Connector is operating on a hybrid work arrangement with 2 days in the downtown Boston office and 3 days working from home.
