About the Role
Reporting directly to the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) serves as a key member of the executive leadership team and is responsible for the overall financial strategy, integrity, and performance of the organization. The CFO provides strategic leadership and oversight of the Finance and Revenue Cycle (Billing) functions, ensuring alignment with organizational goals and long-term sustainability.
This role partners closely with the CEO and senior leadership to drive strategic initiatives, support growth, and ensure financial stewardship. The CFO is also responsible for maintaining compliance with all regulatory requirements while fostering a culture of accountability, collaboration, and service excellence.
Position Summary
The CFO is responsible for the development, implementation, and oversight of accounting policies, procedures, and internal control systems. This role ensures the accuracy and integrity of financial reporting, safeguards organizational assets, and oversees all financial transactions in accordance with Generally Accepted Accounting Principles (GAAP).
The CFO leads financial strategy and oversight related to Medi-Cal, CalAIM initiatives, SAMHSA and other federal/state grants, behavioral health funding streams, and Los Angeles County Department of Mental Health (LACDMH) contracts, ensuring compliance, optimization, and long-term sustainability.
Key Responsibilities
- Provide executive leadership and oversight of the General Accounting and Revenue Cycle (Billing) departments, including staffing, performance management, and team development aligned with organizational values.
- Direct the preparation, review, and presentation of monthly, quarterly, and annual financial statements, ensuring accuracy and compliance with GAAP.
- Oversee general ledger activities, including account reconciliations with a strong emphasis on balance sheet integrity.
- Lead monthly financial analysis and provide actionable insights and recommendations to improve financial performance, revenue optimization, and internal controls.
Medi-Cal, CalAIM & Behavioral Health Funding Oversight
- Oversee Medi-Cal billing operations, including fee-for-service (FFS) and managed care reimbursement structures, ensuring compliance with state, county, and payer requirements.
- Provide financial leadership for California Advancing and Innovating Medi-Cal (CalAIM) initiatives, including Enhanced Care Management (ECM) and Community Supports, ensuring appropriate rate modeling, cost tracking, and program sustainability.
- Monitor CalAIM payment methodologies, incentive structures, and evolving regulatory guidance, translating changes into financial and operational strategies.
- Lead financial alignment of clinical operations with CalAIM documentation, service delivery, and billing requirements to ensure maximum reimbursement and audit readiness.
- Oversee behavioral health funding streams, including realignment funds, grants, and county contracts, ensuring accurate allocation, reporting, and compliance.
LACDMH Contract & Compliance Oversight
- Ensure full compliance with Los Angeles County Department of Mental Health (LACDMH) contract requirements, including fiscal reporting, cost reporting, and claiming regulations.
- Oversee Short-Doyle/Medi-Cal claiming processes and ensure alignment between services rendered, documentation, and billing.
- Lead preparation and submission of cost reports, including reconciliation of interim payments and settlement processes.
- Ensure audit readiness for LACDMH, DHCS, and other oversight bodies, including documentation standards, internal reviews, and corrective action planning.
- Monitor contract performance, including units of service, productivity benchmarks, and financial targets tied to county agreements.
- Partner with program leadership to align financial performance with contract deliverables and service expectations.
SAMHSA & Federal Grant Oversight
- Oversee financial management of Substance Abuse and Mental Health Services Administration (SAMHSA) grants and other federal funding sources, ensuring full compliance with grant requirements and Uniform Guidance (2 CFR Part 200).
- Develop and monitor grant budgets, ensuring proper cost allocation, allowability, and alignment with approved grant activities.
- Ensure accurate and timely preparation of Federal Financial Reports (FFRs), grant drawdowns, and supporting documentation.
- Establish and maintain internal controls specific to federal funding, including time and effort reporting, cost allocation plans, and subrecipient monitoring, where applicable.
- Partner with program and clinical leadership to ensure grant deliverables, service outputs, and financial reporting requirements are met.
- Lead audit readiness and response for federal grant audits, including Single Audits, and ensure timely resolution of any findings or corrective action plans.
- Monitor funding opportunities and support financial planning for new SAMHSA and other federal grant applications.
Audit, Controls & Financial Stewardship
- Establish, enhance, and monitor internal control systems and financial processes to mitigate risk and ensure compliance.
- Coordinate and lead external audits, including government, Medi-Cal, LACDMH, SAMHSA, and grant-related audits.
- Oversee financial management, reporting, and compliance for grants and other funding sources, including expense tracking, reconciliation, and audit support.
Strategic & Operational Leadership
- Partner with executive leadership to support strategic planning, financial forecasting, program expansion, and sustainability of behavioral health services.
- Provide financial modeling and scenario planning related to new programs, CalAIM initiatives, federal grants, and county contract changes.
- Drive continuous improvement in financial systems, including participation in the selection and implementation of a new general ledger system and billing optimization tools.
- Ensure effective resource allocation and operational efficiency through sound financial and personnel management.
Leadership & Competencies
- Demonstrated executive leadership with the ability to plan, prioritize, and execute across multiple complex initiatives.
- Deep knowledge of Medi-Cal, CalAIM, SAMHSA funding, and public behavioral health financing structures, particularly within Los Angeles County.
- Strong understanding of LACDMH contracting, Short-Doyle/Medi-Cal claiming, and cost reporting methodologies.
- Strong working knowledge of federal grant compliance requirements, including Uniform Guidance (2 CFR Part 200) and Single Audit processes.
- Strong analytical and strategic thinking skills, with the ability to translate financial data into actionable business insights.
- Effective communicator with the ability to present complex financial information clearly to executive leadership, board members, county partners, federal agencies, and auditors.
- Proven ability to build, lead, and develop high-performing teams, while fostering collaboration and accountability.

Qualifications:
- A Master's Degree in Accounting from an accredited university is required. CPA desirable.
- Must have minimum seven years of senior level accounting and managerial experience. Must be knowledgeable of administrative and accounting procedures, familiar auditing principles and practices, proficient use of spreadsheet applications.
- Combination of public accounting and private industry accounting experience preferred.
- Experience in mental health, non-profits and governmental contracts.
- Must be a team player.
- Professional level Excel skills required.
