Chief Financial Officer (CFO)
Role Mandate (Non-Negotiable)
- Act as MAS-approved Responsible Officer (RO) for ZACD’s CMS-licensed entity under the Monetary Authority of Singapore
- Own regulatory integrity, financial governance, and capital discipline across all investment and fund management activities
- Establish institutional-grade control over capital deployment, risk exposure, and financial decision-making
- Serve as independent financial and risk authority to the CEO and Board
Core Responsibilities
1. Regulatory Oversight & RO Accountability (Primary)
- Serve as appointed Responsible Officer (RO) under CMS licence requirements
- Ensure full compliance with:
- Securities and Futures Act (SFA)
- MAS Notices (AML/CFT, risk management, reporting standards)
- Act as primary liaison with MAS, auditors, and regulators
- Maintain fit and proper status and ensure firm-wide regulatory adherence
2. Capital Governance & Investment Discipline
- Establish and enforce investment governance frameworks:
- IRR validation
- Risk-adjusted return thresholds
- Capital allocation discipline
- Oversee financial structuring of:
- Real estate investments, SPVs, and fund vehicles
- Drive investment committee rigour - eliminate ad hoc decision-making
- Independently assess and challenge investment proposals
3. Financial Strategy, FP&A & Performance Control
- Own financial strategy, budgeting, forecasting, and cashflow management
- Drive forward-looking financial visibility and scenario planning
- Implement cost discipline and margin recovery strategies
- Ensure accuracy, integrity, and timeliness of financial reporting
4. Risk Management & Governance Infrastructure
- Build and enforce enterprise-wide risk frameworks (financial, investment, operational exposure)
- Establish internal controls, financial policies, and governance standards
- Identify and mitigate governance blind spots and regulatory risks
5. Fund Management & Financial Structuring
- Oversee fund flows, capital deployment structures, and investor reporting
- Ensure robustness of SPV structures and financing arrangements
- Safeguard integrity of capital raising and utilisation processes
6. Board & Stakeholder Leadership
- Present clear, data-driven insights to Board and investors
- Provide independent financial and risk perspective on business decisions
- Interface with investors, auditors, regulators, and external partners
Requirements
Regulatory (Mandatory)
- CMS Licence holder approved by MAS as Responsible Officer (RO)
- Proven track record operating under Singapore regulatory framework
Experience & Capability
- 12 - 15 years experience years in:
- Asset management / fund management / real estate investment platforms
- Strong expertise in:
- Investment evaluation (IRR, capital structuring, risk assessment)
- Financial governance and FP&A
- Regulatory compliance (MAS environment)
- Deep familiarity with:
- SPVs, fund structures, capital deployment models
