Job Summary
Working under the Assistant Executive Director of Operations, under nominal direction, this executive team management position directs the Department of Business Operations. The Director of Business Operations directs business intelligence functions, including data systems, analytics, and geographic information systems, as well as program controls such as budgeting, procurement, and contract management. This position also manages national interoperability and toll service agreements. The role is responsible for developing strategic direction and providing support for performance management and data-driven decision-making across Information Technology, Customer Service, Business Operations, and other enterprise-wide departments and initiatives.

Duties, Functions And Responsibilities
- Directs and oversees all aspects of the Business Operations Department including business intelligence and analytics, geographic information systems, Toll Service Agreements, and program controls.
- Directs and oversees department budgets and expenditures, procurement and contracts, relevant performance management, and cost models for Information Technology, Customer Service, and Business Operations.
- Plans and prioritizes investments for business intelligence, data and analytics, geographic information systems, program controls and contract management.
- Oversees staff as they liaison with agency departments for the development of the data warehouse and business intelligence platform.
- Owns enterprise data governance and model structure for structured data.
- Ensures executive-ready and detailed reporting, performance metrics, and decision support frameworks are established and governed.
- Chairs the cross-departmental revenue assurance committee to meet or exceed revenue and customer satisfactions targets, identify and implement new initiatives to increase revenue/collections and drive cost savings and efficiency.
- Provides strategic, technical, and management support for tolling industry interoperability and agency coordination.
- Directs continued development of Software Design Life Cycle (SDLC) process, quality program, and management metrics.
- Promote and facilitate professional development and skill enhancement among employees to foster high performance, effective teamwork, and loyalty to NTTA.
Supervisory/Leadership Responsibilities: Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Qualifications
Minimum:
- Bachelor’s degree.
- 10 years of analysis/leadership experience in business intelligence and advanced analytics, geographic information systems, artificial intelligence, budgeting, program controls, revenue assurance, and data governance.
- 10 years of management experience in a high-volume, transaction-based environment.
- 10 years of experience in a process management/process improvement role.
- 10 years of experience with modeling, data analytics, and business.
- Strong leadership, management, communications, presentation, business relationship, interpersonal skills.
- Experience with EDW data modeling, data governance and Artificial Intelligence (AI) implementation.
- Experience supporting executive leadership and boards.
- Experience owning enterprise-wide strategy related to reporting, analytics, program controls, and external partnerships.
- Thorough knowledge of cost modeling, process modeling, and data analytics.
- Valid driver’s license.
Preferred
- Bachelor’s degree in engineering, finance, mathematics, or similar field.
- 5+ years’ experience with GIS applications.
- 5+ years’ experience supporting business operations with more than 1 million daily transactions.
- Strong working knowledge of cost modeling, database, and presentation software, including MS Excel, Tableau, and PowerBI.
- Prior familiarity with the tolling industry, including collections back-office systems, IT systems, and Roadway systems.
- Experience with Google Big Query and MicroStrategy business intelligence applications.
