The Company
PayPal has been revolutionizing commerce globally for more than 25 years. Creating innovative experiences that make moving money, selling, and shopping simple, personalized, and secure, PayPal empowers consumers and businesses in approximately 200 markets to join and thrive in the global economy.
We operate a global, two-sided network at scale that connects hundreds of millions of merchants and consumers. We help merchants and consumers connect, transact, and complete payments, whether they are online or in person. PayPal is more than a connection to third-party payment networks. We provide proprietary payment solutions accepted by merchants that enable the completion of payments on our platform on behalf of our customers.
We offer our customers the flexibility to use their accounts to purchase and receive payments for goods and services, as well as the ability to transfer and withdraw funds. We enable consumers to exchange funds more safely with merchants using a variety of funding sources, which may include a bank account, a PayPal or Venmo account balance, PayPal and Venmo branded credit products, a credit card, a debit card, certain cryptocurrencies, or other stored value products such as gift cards, and eligible credit card rewards. Our PayPal, Venmo, and Xoom products also make it safer and simpler for friends and family to transfer funds to each other. We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.
Our beliefs are the foundation for how we conduct business every day. We live each day guided by our core values of Inclusion, Innovation, Collaboration, and Wellness. Together, our values ensure that we work together as one global team with our customers at the center of everything we do – and they push us to ensure we take care of ourselves, each other, and our communities.
Job Description Summary:
The Senior Business Operations Manager is a high-impact, technically-oriented operator embedded within the Global Solutions Engineering (GSE) Business Operations team. This individual is a force multiplier for senior engineering leaders — enabling them to execute with precision, plan with clarity, and walk into every executive room fully prepared. This role sits at the intersection of strategy, analysis, and execution. The ideal candidate is technically credible enough to engage meaningfully with engineering teams, analytically sharp enough to turn complex data into compelling executive narratives, and operationally rigorous enough to own the planning and review rhythms that keep a large engineering organization moving. You tell stories through data. You use AI as a genuine productivity multiplier. You operate one step ahead of what leadership needs — and you surface problems with a recommendation already in hand.
Job Description:
Essential Responsibilities:
- Lead complex projects of diverse scope to optimize operational processes.
- Participate in complex problem resolution and determine methods and procedures for new assignments.
- Drive global process improvements within the organization.
- Provide oversight and support for planning and management of financial, budget, and headcount targets.
- Act as a liaison between business leadership, staff, and other key partners.
- Influence the quality, efficiency, and effectiveness of business processes.
- Utilize internal and external data to provide actionable insights for business growth.
Minimum Qualifications:
- 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
Additional Responsibilities And Preferred Qualifications
- Existing familiarity with PayPal's engineering organization and established cross-functional relationships across product and engineering teams are a significant advantage and strongly preferred
- Familiarity with payments, fintech, or platform/infrastructure products — or equivalent experience in a technically complex product domain
- Experience with single-threaded ownership models, ring-fenced capacity frameworks, or similar strategic resourcing operating models
- Background in engineering, computer science, product management, or technical program management
- Experience with agile/SAFe planning, OKR-driven organizations, and JIRA-based dependency and program management
- Advanced degree or equivalent demonstrated experience driving strategy and operations in a technical organization
What We're Looking For
- 8+ years in business operations, chief of staff, strategy, or a closely related field — with at least 3+ years supporting VP-level or above engineering or product leadership
- Demonstrated ability to own a recurring executive review or planning process end-to-end: coordinating inputs across multiple organizations, enforcing a quality bar, and delivering under deadline pressure
- Experience with engineering capacity planning and resource tracking — comfortable working with project and capacity data across large, matrixed engineering organizations
- Technically credible: able to engage meaningfully with engineering teams, follow SDLC-based planning conversations, interpret engineering throughput metrics, and track technical program execution without needing everything translated
- Strong data fluency: pulls from multiple sources, identifies trends, and builds visualizations that make complex operational data clear and actionable for executive audiences
- Expert-level presentation and slide craft (Google Slides, PowerPoint): able to build compelling exec-facing decks from rough inputs with a strong 'so what'
- Active and demonstrated user of AI tooling — able to show how AI compresses your workflow and produces better outputs in less time
- Exceptional written communication: equally confident writing a crisp one-pager, a leadership digest, or a long-form executive narrative
- Proven track record driving complex, multi-stakeholder workstreams across interdependent engineering and product organizations
- High EQ, proactive by default, low ego — you succeed when the leaders and org you support succeed
- Experience building and managing SharePoint sites, including designing pages, organizing content architecture, and maintaining team spaces to support cross-functional collaboration
