Position Summary:
The Chief Financial Officer (CFO) is a key executive responsible for the strategic financial leadership of the Bank and its holding company. This role oversees all financial planning, accounting, and reporting functions, ensuring compliance with regulatory standards and supporting the bank's growth objectives. The CFO manages the investment portfolio, leads the Asset Liability Management (ALM) process, and provides critical financial insights to executive leadership and the Board of Directors.
Primary Duties and Responsibilities:
- Financial Strategy and Reporting:
- Develop, implement, and administer comprehensive financial and accounting policies, procedures, and systems.
- Lead the annual budget process, including development and variance reporting.
- Ensure robust corporate governance and adherence to prudent financial reporting standards.
- Oversee the preparation and submission of all internal, external, and regulatory financial reports, including the Quarterly Call Report, Public Financial Statements, 10Qs, 10K, and EDP Audit responses.
- Administer the companies ESOP and Stock Equity Plans.
- Financial Analysis and Management Advising:
- Prepare insightful financial reports for executive leadership and the Board of Directors, including comparative analyses, peer reports, and tax accounting.
- Provide expert counsel to management on financial controls, profitability enhancement, and strategic financial decisions.
- Monitor and control non-interest income and expense, recommending adjustments as needed.
- Review and recommend adjustments to the Bank’s fee and service charge schedule.
- Team Leadership and Development:
- Coach, mentor, and develop a high-performing finance team, including setting goals, evaluating performance, and fostering career growth.
- Cultivate a collaborative culture characterized by teamwork, high morale, and effective communication across all regions and departments.
- Manage and Oversee the Accounts Payable Department.
- Investment Portfolio Management:
- Strategically manage the Bank’s investment portfolio to ensure optimal liquidity, appropriate risk-adjusted returns, and a diversified asset mix.
- Asset Liability Management (ALM):
- Lead and oversee the Asset Liability Management Committee (ALCO) process, managing interest rate risk and ensuring balance sheet optimization.
- Audit and Compliance Support:
- Collaborate with external auditors, accountants, and examiners during reviews of financial and operational performance, and in the preparation of tax returns and financial reports.
- Strategic Initiatives and Due Diligence:
- Provide financial expertise and support for strategic initiatives, including new branch openings/expansions, branch closures, and acquisition-related due diligence.
- Fraud Prevention and Resolution:
- Investigate suspected customer fraud transactions, determine appropriate actions, and pursue criminal complaints or restitution as necessary.
- Information Security and Confidentiality:
- Uphold the highest standards for safeguarding sensitive customer information from cyber and other threats, adhering to the Bank’s Acceptable Use Policy and Code of Conduct/Ethics Policy.
- Ensure the security and confidentiality of nonpublic personal information, in full compliance with the Gramm-Leach-Bliley Act (GLBA) Policy.
Secondary Duties:
- Professional Development and Networking:
- Actively participate in professional associations, attend industry conferences, and stay current with pertinent financial publications.
- Cultivate relationships with other banking executives to enhance professional networks and identify new services or opportunities.
- Other Duties:
- Perform other duties as assigned by executive management or the Board of Directors.

ROLE QUALIFICATIONS:
Education
· Bachelor’s degree in business, accounting, finance or banking or equivalent education experience
· Graduate level preferred and/or completion of graduate level banking school
· CPA preferred.
Experience
· 7-10 years accounting or finance experience within a bank or financial institution
· 3-5 years of management experience within a public traded bank or financial institution
· Demonstrated experience and ability in making executive and daily operating decisions

WORKING CONDITIONS:
Work is performed largely within the Bank, community, and at customer sites with limited chance for personal injury. Prolonged and frequent mental and visual concentration required. Periodic stressful situations in response to multiple priorities within established deadlines. Work hours are generally during normal business hours. Unscheduled evening and weekend work will be needed to meet the needs of customers and employees. Occasional out-of-town and overnight business travel is required.
