The mission of the Department of Environmental Services (NHDES) is to help sustain a high quality of life for all citizens by protecting and restoring the environment and public health in New Hampshire and fostering the proper management of water, air, and land resources for future generations. The NHDES is undertaking a search for candidates for the position of Chief Financial Officer (CFO). This is a high impact, foundational role requiring exceptional interpersonal and financial fluency, and the responsibility of carrying out the directives of the NHDES Commissioner and Assistant Commissioner.
The Chief Financial Officer provides strategic leadership, organizational development, administration, and policy and contractual compliance, overseeing and coordinating the activities of the Administrative Services Unit, and developing and implementing a biennial budget of more than $750 million. This includes the development, administration, and compliance for fund accounting, federal grants management, enterprise fund accounting, contracts, and the administration of numerous State Revolving Fund programs. The CFO serves as the primary agency contact for building maintenance services and security. It demands effective cross functional collaboration across the department as well as with other state agencies, external stakeholders, and advisory groups and commissions at the state, municipal and federal levels.
Ideal candidates should have a working knowledge of the State budget process from initial proposal through the legislative process. Similarly, they should be familiar with State of NH executive branch policies and procedures including Executive Council practices.
Well qualified candidates will have a baccalaureate or master’s degree from an accredited college or university in business, finance, or public administration, and a minimum of five or more years of experience at the department level as a senior administrator, responsible for the administration of complex budgets in the public or private sector, inclusive of development and management, goal attainment, compliance and stakeholder satisfaction.
This unclassified/appointed position is assigned to Group GG of the state unclassified salary schedule (currently $89,121 to $124,187). Once confirmed, the selected candidate serves the remainder of a four-year term that began on March 13, 2024, and then be eligible for re-appointment consideration and confirmation to a subsequent four-year term on March 10, 2028.
