About Park Heights Renaissance (PHR)
Park Heights Renaissance (PHR) is a 501(c)(3) nonprofit organization serving as the community quarterback organization (CQO) for one of the largest and most complex urban revitalization efforts in Baltimore and the State of Maryland.
The Park Heights community spans 12 neighborhoods and is home to more than 22,000 residents, diverse business corridors, schools, faith-based institutions, and community organizations. PHR leads a Collective Impact Model that aligns residents, community partners, government agencies, and private stakeholders around shared goals focused on improving economic mobility and long-term community outcomes.

Position Summary
The Chief Financial Officer (CFO) serves as the financial and operational backbone of Park Heights Renaissance, ensuring that capital, business infrastructure, and enterprise systems are aligned to support effective implementation and long-term sustainability.
This executive leadership role is responsible for building and managing the organization’s business engine, including:
- Financial strategy
- Operational systems
- Vendor management
- Enterprise infrastructure
- Compliance and risk management
- Resource development alignment
The CFO will play a critical role in ensuring resources are deployed strategically, systems are integrated effectively, and the organization is equipped to scale its Collective Impact Model across the community.
Key Responsibilities
Financial Leadership & Strategy
- Lead organizational budgeting, forecasting, and financial planning
- Ensure accurate financial reporting and compliance
- Manage cash flow, reserves, and long-term financial sustainability
- Support executive leadership with financial insights and strategic analysis
Business Operations & Infrastructure
- Oversee day-to-day business operations
- Establish scalable operational systems and workflows
- Improve organizational efficiency across administrative and support functions
- Build infrastructure to support organizational growth
Vendor Management & Professional Services
- Oversee procurement and vendor contract processes
- Manage relationships with consultants, contractors, and external service providers
- Standardize contract workflows and approval processes
- Ensure consistency, compliance, and cost-effectiveness across vendor relationships
Enterprise Systems Ownership
- Oversee enterprise systems including:
- CRM platforms
- Grants management systems
- Workflow and tracking tools
- Manage IT infrastructure and technology vendors
- Ensure system integration, scalability, and data governance
Resource Development Alignment
- Supervise the Resource Development / Development Manager
- Align fundraising processes with financial systems and reporting
- Support revenue forecasting and funding strategy
- Ensure alignment between funding sources and organizational priorities
Risk Management & Compliance
- Maintain strong internal controls and compliance practices
- Prepare for audits and oversee audit processes
- Ensure compliance with legal, financial, and regulatory requirements
- Identify and mitigate financial and operational risks
Strategic Priorities
The CFO will help:
- Strengthen financial operations, payroll, and reporting systems
- Build scalable operational infrastructure
- Centralize governance of enterprise systems
- Improve audit readiness and compliance
- Align financial strategy with implementation priorities
- Integrate fundraising and financial forecasting processes
Qualifications
Required
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field
- 10+ years of progressive financial leadership experience
- Expertise in budgeting, forecasting, financial reporting, and compliance
- Experience building financial systems, controls, and operational processes
- Strong leadership and team development experience
- Proven ability to partner with executive leadership teams
Preferred
- MBA, MPA, or related advanced degree
- CPA or other relevant certification
- Experience in nonprofit, public sector, or community-based organizations
- Experience with grant management and restricted funding environments
- Experience supporting complex, mission-driven organizations
