The Employment and Human Services Department of Contra Costa County is seeking an experienced, human services finance professional to serve as Chief Financial Officer. This role is responsible for the development, review, revision and implementation of policies and procedures for the Employment and Human Services Department financial operations, and directing a staff of professional, technical and clerical personnel; and, advising Department executive and administrative staff concerning complex financial management issues. This position is the delegated liaison to the County Auditor-Controller, Assessor and Treasurer-Tax Collector.
The ideal candidate is a strategic, collaborative Chief Financial Officer with deep expertise in complex public-sector and human services funding, large-scale governmental financial operations, and multi-fund oversight. This leader brings experience managing large budgets (e.g., $500M+), navigating county expense claiming, and ensuring compliance with federal, state, and grant requirements, including OMB Uniform Guidance and audit standards. They excel at advising executive leadership on fiscal policy, long- and short-term planning, and improving financial systems, controls, and processes, while leading high-performing teams and strengthening staff capabilities. Strong knowledge of governmental accounting (GASB/GAAP), ERP systems, and statewide partnerships is expected. Candidates must hold a bachelor’s degree in a related field and have at least four years of management-level experience overseeing fiscal operations in a public human services agency; a master’s degree or CPA may substitute for one year, and CPA or CFA credentials are highly desirable.
