A distinctive CFO opportunity
This is an opportunity to lead a finance function with a scope few agency CFO roles can match. As Chief Financial Officer of NSW Treasury, you will provide strategic financial leadership for Treasury and the 21 reportable entities for which it is responsible, while overseeing complex Crown and Treasury-administered activities, residual entities and central government transactions.
At the centre of government, you will combine disciplined financial stewardship with forward-looking transformation. You will be a trusted adviser to Treasury's senior leadership and governance bodies, provide authoritative advice on complex financial matters, and strengthen the systems, controls and capabilities that underpin confident decision-making and public value.
Role impact and its impact
Reporting to the Executive Director, Treasury Finance and Services, you will lead a substantial finance function and operate with considerable autonomy and accountability for the quality, integrity and accuracy of its advice and outputs. Your remit reaches beyond traditional agency finance and includes statutory reporting, budgeting and analysis, Crown accounts management, residual entities and portfolio-wide financial leadership.
- Set financial strategy, policy and reporting frameworks for Treasury, Crown activities and residual entities.
- Provide timely and authoritative advice to the Secretary, Treasurer, Ministers, Cabinet, senior executives, boards and agencies on accounting, budgeting, funding, governance, value for money and emerging financial management issues.
- Lead statutory and management reporting, the annual audit process, budget analysis and the provision of high-quality financial and performance information.
- Strengthen financial systems, governance, controls, processes and knowledge management, using digital tools and automation to reduce manual effort and improve assurance.
- Lead and develop a high-performing finance team through change, building capability, resilience, collaboration and a strong service culture.
- Represent Treasury across government and in professional forums, building trusted relationships with agencies, auditors, accounting bodies and other jurisdictions.

The team
The Treasury Finance team sits within the Treasury Finance and Services Division, part of the Financial Management and Services Group. Treasury Finance is a team of approximately 35 professionals, including 5 direct reports, responsible for financial control and reporting, budgeting and analysis, business partnering, Crown accounts management and financial governance.
The team operates within a broader division that provides corporate services across Treasury, including finance, people and talent, communications, strategic planning and governance, and inclusion and capability. As Chief Financial Officer, you will play a key leadership role within this executive cohort, contributing to both Treasury's financial stewardship and broader organisational priorities.
What you can bring to the role
We are seeking an accomplished and contemporary finance executive who combines technical authority with strategic judgement, enterprise leadership and a strong commitment to integrity. You will bring:
- Substantial senior leadership experience across complex financial management disciplines, including financial control, reporting, budgeting, analysis, governance and risk.
- Demonstrated ability to provide clear, influential and evidence-based advice on complex and sensitive matters to senior executives, boards, ministers and other high-level stakeholders.
- A record of leading large, capable teams through change while maintaining quality, delivery and a strong control environment.
- Exceptional judgement, resilience and the ability to manage competing priorities, tight timeframes and diverse stakeholder expectations.
- Experience improving finance operating models, systems and processes, with system implementation, digitisation and automation experience highly regarded.
- Strong strategic, analytical, conceptual and project management capability, together with the ability to translate complexity into practical decisions and action.
- Tertiary or postgraduate qualifications in accounting, finance, economics, business management or an equivalent relevant discipline, together with current CA ANZ or CPA qualification and membership.
