Responsibilities
MSTS is seeking an exceptionally qualified and experienced Chief Financial Officer (CFO) Director of Finance and Accounting. This pivotal role reports directly to the President of Mission Support and Test Services, LLC. The CFO will be instrumental in partnering with the President, Senior Leadership Team, the Nevada Field Office, and other key stakeholders to ensure the efficient, effective, and integrated implementation of corporate policies, commitments, and initiatives across the enterprise. This leadership is critical for enabling mission success and achieving programmatic objectives within the domains of accounting and finance.
The CFO will provide strategic direction, strong leadership, and ensure accountability for an organization encompassing the following vital functions and services: Financial Planning & Analysis, Budget & Resources Management, Financial Compliance, Disbursements, General Accounting/Controllership, Tax Reporting, and Finance Systems.
Key Responsibilities
- Champion financial and ethical integrity for the M&O Site Contractor, serving as an effective leader for responsible change while ensuring strict alignment with the CFO organization's mission, core values, partnership policies, and strategies.
- Ensure robust financial stewardship, including accountability and full compliance with all applicable legal, governmental, and regulatory requirements.
- Provide strategic business partnering and insightful decision support to senior leadership, meticulously aligning financial goals with the overall business objectives of MSTS.
- Oversee and optimize MSTS's financial and accounting processes, proactively identifying and implementing necessary improvements to upgrade processes, policies, or procedures, and fostering continuous development within the finance team.
- Ensure the financial planning, analysis, and reporting infrastructure is stable, scalable, and fully capable of supporting future growth demands.
- Offer expert financial guidance to programmatic directors, assisting in the development of sophisticated budget submissions to customers and the meticulous execution of funding.
- Proactively challenge and guide the organization towards faithful and efficient stewardship of resources.
- Establish and maintain comprehensive reporting, monitoring, and accountability systems to ensure the highest standards of financial integrity are consistently met and exceeded.
- Fulfill all tax reporting requirements, collaborating strategically with Legal to identify compliant opportunities.
- Safeguard the assets entrusted to the organization, ensuring productive investment in alignment with M&O Contractor and DOE investment policies.
- Cultivate collaborative relationships with a wide range of organizational employees, utilizing effective communication and influencing skills to garner support for positive change initiatives.
- Build and strengthen the CFO team by attracting, developing, and retaining highly talented individuals who will contribute significantly to the success of the M&O contractor and the NNSS.
- Foster strong relationships with governmental financial counterparts and CFOs at other DOE/NNSA sites to address common issues and advance strategic initiatives.
- Serve as a Board Officer, responsible for financial reporting and accountability, active contributions to the Audit Committee, and leadership of the Benefits Committee.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
- Master's degree in Business, Accounting, Finance, or Economics plus 20 years of related and progressively responsible experience, or an equivalent combination of education and experience.
- A Master's degree in Business Administration (MBA) and/or a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) certification, is preferred.
- Demonstrated experience and proven working relationships with the Department of Energy (DOE), Department of Defense (DoD), or other U.S. Federal Government agencies is required.
- Possession of an active DOE Q clearance, or the ability to obtain and maintain such a clearance, is mandatory.
- Extensive experience in major governmental accounting, financial, or management consulting operations. Experience in the application of Cost Accounting Standards (CAS) is valued.
- A strong understanding of, and belief in, a federal organizational model that necessitates collaborative and consultative leadership.
- Proven senior leadership experience in strategic financial management with a demonstrated ability to drive significant changes.
- Exceptional business acumen, deep financial management expertise, and strong general management capabilities.
- Interpersonal and communication skills, enabling the promotion of an open and informal communication environment, fostering mutual trust and teamwork, recognizing employee accomplishments, and facilitating professional development.
- The primary work location will be at the Losee Road Facility Office, North Las Vegas, NV.
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $221,540.80 - $365,539.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
