STEPS Talent is an enterprise technology staffing company operating in the United States and India. We hire for the hardest roles in ERP, Cloud, Data and AI, Cybersecurity, and Engineering. Our India business runs its own client delivery alongside the work we do for clients in the US.
We are looking for an operations leader to own HR and business operations for our India company, and the staffing back office behind our client delivery in both markets. You will set the processes, manage one direct report, and be accountable for compliance, payroll, invoicing and the monthly close being right and on time. You will have run this full cycle yourself, month after month, and you will know where it breaks.
What you will own:
People operations
- First point of contact for employees on all HR matters, handled confidentially and documented properly.
- HR policy and process: handbook, leave, probation and confirmation, performance documentation, exits.
- Indian statutory compliance: Provident Fund, Employees' State Insurance, Shops and Establishments, Professional Tax, Gratuity, POSH and the Maternity Benefit Act. You own the compliance calendar and manage the external firm that prepares and files.
- Onboarding and offboarding for employees and interns, the HRMS, attendance and the leave calendar.
- Managing and developing one direct report.
Staffing operations
- Onboarding of billing consultants and contractors: agreements, background checks, work authorization documents and client portal registration.
- Consultant timesheets every cycle: collection, entry, tracking and follow-up before gaps become billing problems.
- Placement records in the system of record, and communication with employer-of-record partners and vendors.
Billing and India finance operations
- Client invoicing on each client's cycle, including through client portals, and receivables follow-up.
- Accounts payable with TDS applied correctly.
- India payroll cycle and inputs.
- India books in Zoho Books, bank and card reconciliations, and the monthly close with our Chartered Accountant.
- Monthly intercompany invoicing under our services agreement, and the supporting documentation behind it.
Required experience
- 8 to 12 years in HR operations and business operations.
- Has run a full back office end to end: HR, compliance, payroll, invoicing, vendors and books, at a company of roughly 30 to 150 people. You will have done these yourself rather than managed people who did them. If each of these sat in a separate department where you have worked, this is likely not the right seat.
- At least 4 years running the back office of a staffing company serving US clients. Corporate HR alone does not qualify for this seat.
- At least 2 years managing a direct report whose work you were accountable for.
- Has personally run monthly payroll and month-end close for an Indian entity, working directly with a Chartered Accountant.
- Has managed Provident Fund and Employees' State Insurance registrations and the monthly filing cycle.
Required skills
- Indian labor law, hands-on: registrations, monthly and annual filings, inspections, notices and assessments, and which obligations are triggered by headcount, wage thresholds and worker classification.
- TDS: deduction at the correct section and rate, deposit, quarterly returns and certificates.
- US staffing back office: consultant timesheets, W2 and C2C consultants, client invoicing cycles, and client portals such as SAP Ariba or SAP Fieldglass.
- Zoho, hands-on. Zoho Books and Zoho People at a minimum, configured and used day to day rather than viewed. Zoho Recruit is an advantage.
- Written English that is plain and precise.
- Discretion with confidential information, and the confidence to say no when the process says no.
- Based in Delhi NCR, or relocating there before you start. We work remotely, and this role includes in-person work in Gurugram as needed, typically a few days a month, for banking, our Chartered Accountant and statutory matters. You schedule that yourself. Able to work a daily overlap with US morning hours (Arizona).
Good to have
- QuickBooks, Tally, employer-of-record platforms, or operations across two related companies in different countries working under an intercompany services agreement.
- US HR basics: I-9, the W-2 and 1099 distinction, workers' compensation.
