Salary Range: $170,000 - $190,000
Supervision: This position directly supervises the Finance/Accounting Team and Development Team (including grants).
Job Summary:
Tepeyac Community Health Center is looking for a hands-on Chief Financial Officer (CFO) to direct and oversee all the organization’s financial activities to ensure integrity of all financial transactions, build financial sustainability, and safeguard the assets of the company. The CFO oversees the finance department, including accounts receivable, accounts payable, payroll, revenue cycle management, grants management, prepares the financial statements and presenting them to the Board each month, prepares the annual budget and approves procurement requests accordingly, and preparing forecasts for business growth and general economic outlook.
RESPONSIBILITIES
Financial Management
- Provide strategic thought to the Executive Team to identify diversified revenue models and enhance organizational sustainability.
- Identify ways to create a financial system that has adequate bandwidth and agility to absorb unexpected needs.
- Lead initiatives that increase financial agility, drive efficiency, and support expense management and new revenue opportunities.
- Identify opportunities to expand into new services or strategically contract existing services and provide recommendations for each.
- Oversee preparation of monthly financial statements, including budget‑vs‑actual reporting.
- Develop and manage organizational, departmental, and program budgets.
- Oversee fiscal management, analysis, and forecasting.
- Maintain fixed asset system and perform related accounting.
- Supervise accounting staff (AP, AR, payroll, revenue cycle, grants management) and provide coaching, feedback, and corrective action as needed.
- Develop and implement finance policies and procedures to streamline workflows, improve efficiency, and ensure compliance with federal regulations and GAAP.
- Oversee financial budgeting, forecasting and cash flow management.
- Collaborate with the CEO and Board on the investment of funds to maximize the return on capital.
- Manage contract review, vendor contracting, BAA process, and investment of funds.
- Oversee investment of funds and leads strategies to raise additional capital.
- Lead project management and performance improvement based on data‑informed decisions.
- Draft grant budgets and ensure timely invoicing, accounting, and payroll allocation.
- Create and manage a grant reporting workflow and provide monthly reports to leadership and the Board.
- Ensure compliance with HRSA financial requirements and UDS reporting; monitor Medicaid/Medicare reimbursement changes.
- Ensure New Market Tax Credit (NMTC) due diligence and reporting. Responsible for managing consolidated and individual accounting systems for Tepeyac Community Health Center and the Qualified Active Low-Income Business (QALICB)
- Coordinate annual audit, tax returns, and supporting schedules.
- Maximize fee‑for‑service revenue while building systems for value‑based care and population health revenue opportunities.
- Evaluate and establish internal controls, fiscal policies, sliding fee scales, patient charges, and revenue cycle adjustments.
- Identify opportunities for service expansion or contraction and recommend strategies.
- Align HR and finance metrics—including compensation system and philosophy—with Tepeyac’s objectives.
- Develop departmental goals and monitor performance in relation to those goals.
Strategic Growth and Financial Planning
- Study long-range economic trends and project company prospects for future growth.
- Identify opportunities for increasing financial stability.
- Work with capital campaign stakeholders to determine requirements for capital, land, buildings, and staffing to enable Tepeyac to increase the number of patient visits annually. This includes long-term financial modeling (including the effect of alternative payer-mix assumptions) and cost management in alignment with Tepeyac’s strategic goals.
OTHER DUTIES AND RESPONSIBILITIES:

QUALIFICATIONS
Education and Experience:
- Bachelor’s degree in Accounting or Finance required.
- Master’s degree (MBA or related field) strongly preferred. Candidates without a bachelor’s degree in Accounting or Finance must hold an MBA.
- CPA strongly preferred.
- At least 7 years of experience managing the accounting and finances of a high growth $5 million or larger organization.
- FQHC, other health provider environment or nonprofit organization experience preferred.
- Experience completing Medicaid/Medicare Cost Reports desired.
Knowledge, Skills, and Abilities:
- Proficient in the use of accounting software to ensure accurate financial information such as SAGE.
- Strong knowledge of healthcare financial environments.
- Ability to analyze financial/operational data and make actionable recommendations.
- Excellent verbal/written communication, analytical, and organizational skills.
- Bilingual (Spanish) ability a plus.
- Proficiency with Microsoft Office.
- Ability to partner effectively with leadership, managers, employees, and vendors.
- Experience leading annual audits, identifying internal control weaknesses, and taking corrective action, implementing best practices, and organizational strategic planning.
- Strong knowledge of Federally Qualified Health Center (FQHC) reimbursements and managing new market tax credit financing models is a plus
- Ability to develop dashboards for leadership, committees, and Boards.
