Arctic Gateway Group is a proudly Indigenous and community owned Manitoba company that owns and operates the Port of Churchill, Canada’s only Arctic seaport serviced by rail, as well as the Hudson Bay Railway, which connects communities across northern Manitoba, including Flin Flon, The Pas, Thompson, Gillam and Churchill. Together this infrastructure serves as a lifeline for northern communities, and forms the nexus of Canada’s Arctic Trade Corridor, providing a reliable and efficient route for Western Canadian resources to access world markets.
Position Summary
As we grow, we’re seeking a Chief Financial Officer to support sound governance, transparent reporting, and effective investment decision-making. This role provides strategic financial direction to ensure the long-term sustainability, resilience, and growth of AGG’s capital-intensive transportation and logistics assets. The successful candidate will be responsible for the overall financial leadership, strategy, and stewardship of Arctic Gateway Group (AGG), including the Port of Churchill and Hudson Bay Railway operations.
Key Accountabilities
- Executive & Strategic Leadership
- Act as a strategic partner and trusted advisor to the President & CEO and Board of Directors
- Lead AGG’s long-term financial strategy, capital structure, and enterprise risk management framework
- Provide forward-looking financial insights to support major business decisions, investments, and growth strategies
- Present financial performance, forecasts, and strategic recommendations to the Board and Finance/Audit Committees
- Support governance aligned with public interest, Indigenous ownership, and stakeholder accountability
2. Financial Stewardship & Reporting
- Oversee all finance, accounting, treasury, taxation, and financial reporting functions
- Ensure accurate and timely financial reporting in accordance with applicable accounting standards
- Lead enterprise budgeting, forecasting, and multi-year financial planning processes
- Establish and maintain strong internal controls, policies, and financial governance frameworks
- Ensure compliance with regulatory requirements and all funding agreements
3. Capital Strategy & Infrastructure Finance
- Develop and execute AGG’s capital financing strategy for rail, port, and infrastructure investments
- Lead financial planning and oversight of major capital programs
- Evaluate investment opportunities, partnerships, and funding models
- Manage debt, financing structures, and relationships with lenders and financial stakeholders
- Oversee government funding, grants, and contribution agreements, ensuring full compliance and reporting
4. Risk Management, Audit & Compliance
- Lead enterprise risk management, with accountability for financial and operational risk mitigation
- Oversee insurance programs, bonding, and risk transfer strategies
- Ensure audit readiness and strong internal controls across all business units
- Act as primary liaison with external auditors and regulatory bodies
- Ensure clean audit outcomes and continuous improvement in governance practices
5. Operational & Commercial Partnership
- Provide financial leadership to support rail, port, and logistics operations
- Partner with Operations, Supply Chain, and Engineering to optimize cost structures and capital deployment
- Support pricing strategy, contract negotiations, and commercial agreements
- Deliver data-driven insights on operational performance, margins, and efficiency opportunities
6. Indigenous, Government & Stakeholder Engagement
- Ensure financial transparency and accountability to Indigenous partners and shareholders
- Support relationship-based financial governance aligned with reconciliation principles
- Collaborate with federal, provincial, and municipal governments on funding, reporting, and oversight
- Represent AGG in financial discussions with external stakeholders, partners, and funding bodies
7. People Leadership & Organizational Capability
- Lead and develop a high-performing Finance function
- Foster a culture of accountability, collaboration, and continuous improvement
- Build financial literacy and capability across operational leaders
- Drive succession planning and talent development within Finance
Qualifications & Experience
Education & Designation
- Bachelor’s degree in Finance, Accounting, Business, or related discipline
- CPA designation required
Experience
- 12–15+ years of progressive senior financial leadership experience, including executive-level roles
- Proven experience as a senior finance leader (VP Finance, CFO, or equivalent) in a capital-intensive industry
- Experience in transportation, infrastructure, rail, ports, logistics, engineering, or utilities strongly preferred
- Experience working with Boards of Directors and governance committees
- Experience in government-funded, public-interest, or Indigenous-owned organizations is a significant asset
- Demonstrated success leading capital programs, financing strategies, and complex audits

Additional Requirements
Preference will be given to qualified Indigenous and northern Manitoba applicants.
Lived experience in a Northern Manitoba community, and an understanding of the local culture, the geography, and communication would be considered an asset.
