Key senior management role supporting the Executive and CEO with high-quality strategic advice across Finance, Procurement, Integrated Planning and Revenue Services

Reporting to the Director Corporate Services, overseeing 4direct reports and an overall team of 29 FTE, this key role has primary responsibility for planning, implementing, managing and controlling all financial management activities of Council. A key advisor to the Director, the broader Executive team, CEO and Council, the role will be critical in helping to drive Banyule City Council’s broader transformational journey, helping to shape a strategic vision and to inspire an organisational culture that delivers on Council’s long-term financial planning and drives organisational efficiency.
Key responsibilities will include:
- Providing strategic recommendations to the Council, CEO and Executive leadership team
- Managing the processes for financial forecasting and budgets, and oversee the preparation of all financial reporting in line with regulatory requirements
- Building financial capability across the organisation, providing support in the translation of complex financial information into accessible communication
- Contributing to a review into current business systems and processes, in line with the broader organisational roadmap
- Ensuring Council’s accounting, statutory, regulatory and taxation standards, policies and procedures are in line with best practice
- Understanding and actively plan to mitigate key elements of Council’s financial risk profile, working in partnership with key stakeholders across the organisation and the team to ensure effective controls and monitoring processes are in place
- Ensuring effective organisational budget preparation, planning and review is in place
- Exploring opportunities and providing advice on future trends to enhance the systems of the organisation and its strategic application
Applications are sought from experienced finance leaders who demonstrate strong political and commercial acumen with the ability to positively influence, lead and inspire others in a changing and political context. Council is looking for a values driven leader with a genuine commitment to embedding the organisation’s values across the team and Council.
Strong strategic leadership, people management experience and technical accounting skills are fundamental, as is the demonstrated ability to understand, interpret and apply relevant Federal, State and Local legislation, particularly in the areas of financial and risk management. CPA or CA qualifications are mandatory, as is a commitment to service excellence and continuous improvement. Applicants must also demonstrate a commitment to diversity, inclusion and belonging with experience in building employee capability and performance and possess excellent communication skills. Well-developed leadership and people management skills will be essential, along with the ability to contribute to the organisation’s constructive culture.
